For the purpose of providing target and effective expenditure of the funds allocated from the Government budget, enhancement of mechanisms of the state and public control over construction by means of widespread introduction of modern information and communication technologies, ensuring openness and transparency:

1. Within the projects included in the Development program of social and production infrastructure of the Republic of Uzbekistan and the program realized at the expense of means of the Government budget (further - Programs), and also the projects on construction repair work financed on the basis of processes of initiative budgeting (further - Projects) since January 1, 2023:

provide determination general design and survey and general construction and contract the organizations of objects by means of the electronic tender (competitive) auction held without human factor in the National information system "Transparent Construction" of the Ministry of construction;

conclude following the results of the tender (competitive) auction held in the National information system "Transparent Construction" and also following the results of direct negotiations according to acts of the legislation of the development agreement of the design estimates and accomplishment of contract works between the customer both design and survey and construction contract organizations in this system by means of the digital signature and to send electronically for registration or accounting to the Management information system public finances of the Ministry of Finance;

bring each object included in the approved address lists, in the National information system "Transparent Construction" with issue of identification number and also reflect any changes or amendments according to them in this information system;

provide registration in authorized body of all objects, irrespective of category of risk, to start installation and construction works, and also their control;
