About additional measures for the system organization of rest and further enhancement of work on improvement of children
For the purpose of improvement, the organization of informative carrying out free time and rendering assistance in recovery of health of children, and also removal on the new level of system of implementation of activities in this sphere:
1. Approve the following offers of Federation of trade unions of Uzbekistan:
a) creation in system of Federation of trade unions of Uzbekistan of Fund of assistance to improvement of children and to recovery of population health (further - Fund) and Department of the organization of rest and improvement of children (further - Department);
b) implementation by fund:
repair and strengthening of material and technical resources of children's recreation camps (further - the camp) and sanatoria in system of Federation of trade unions of Uzbekistan, and also construction of new stationary camps and sanatoria;
constructions of year-round international children's recreation camp in the territory adjacent to the Charvaksky water storage basin in Bostanlyksky district;
compensation payments to camps in the amount of, not exceeding 50 percent of cost of each permit, for the purpose of covering of part of expenses on rest and improvement of children of citizens of the Republic of Uzbekistan in camps of system of Federation of trade unions of Uzbekistan
;rest and improvement of children from the poor families studying for estimates "perfectly" in camps of system of Federation of trade unions of Uzbekistan;
forming of material and technical resources of Fund and Department and its territorial departments, contents of buildings, payments to workers of the monthly salary and payments equated to it;
c) the organization of the camps which are in system of Federation of trade unions of Uzbekistan in the form of non-state non-profit organizations in the form of organization.
2. Give to Department the following authority:
establishment of monitoring of observance of rules on ensuring safe rest of children, including health regulations and regulations, in all camps, irrespective of pattern of ownership;
introduction to authorized officers of ideas of application of adequate measures of impact to perpetrators in case of identification of the offenses connected with abuse of regulations on ensuring safe rest of children in camps including health regulations and regulations.
3. Determine sources of forming of fund:
the target transfers allocated from the Government budget;
income gained from placement of available funds of Fund on deposits of commercial banks;
charitable gifts of physical persons and legal entities, grants of the international financial institutions and foreign organizations;
the funds allocated at the expense of additional sources of the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent, and also budgets of areas (cities) based on decisions of the Jokargi Kenes of the Republic of Karakalpakstan, Kengashy People's Deputies of areas and the city of Tashkent, areas (cities) according to the offer of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities)
;other sources which are not prohibited by the legislation.
4. Establish procedure according to which since January 1, 2023:
The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities) provide quarterly entering of offers on assignment into Fund for requests of Federation of trade unions of Uzbekistan at the expense of the additional sources created in budgets of the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent, and also budgets of areas (cities) respectively in the Jokargi Kenes of the Republic of Karakalpakstan, Kengasha of People's Deputies of areas and the city of Tashkent, areas (cities)
;the cost of the vacation packages in the camp bought for children by employees of state bodies and organizations according to collective agreements in complete size or its part can be compensated to workers by extrabudgetary funds, proceeding from financial opportunities of employers;
part of the receipts from the social tax distributed in accordance with the established procedure in Federation of trade unions of Uzbekistan goes to covering of the following expenses:
covering of part of expenses on improvement of workers in sanatoria;
issue of compensation in the amount of at least 50 percent of basic settlement size to camps or members of the trade-union organizations through labor unions taking into account assignments from receipts of the social tax on covering of part of cost of permits of the children's recreation camps performing activities in the territory of the Republic of Uzbekistan irrespective of their form of business.
5. And reducings poverty since 2023 annually to provide to the Ministry of Finance and the Ministry of Economic Development:prediscretion in parameters of the Government budget of assignment to Fund on the basis of reasonable calculations of Federation of trade unions of Uzbekistan;
allocation at least 50 billion sum for repair, strengthenings of material and technical resources of camps and sanatoria, and also constructions of new stationary camps and sanatoria in system of Federation of trade unions of Uzbekistan within the Development program of social and production infrastructure.
6. Approve the offers of Federation of trade unions of Uzbekistan, the organizations having in the system of the camp, and also Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent providing:
