1. Foreign warships and other state vessels can come into internal sea waters in the water area of the Northern Sea Route without the purpose of calling seaport, naval base or the stationing site of warships on the permission requested through diplomatic channels not later than 90 days before expected calling.

Calling of foreign warships and other national courts internal sea waters water areas of the Northern Sea Route without the purpose of calling seaport, naval base or the stationing site of warships shall be performed according to the established route and other parameters and conditions for passage of the vessels (including condition about obligatory pilot posting) specified in the permission provided by paragraph one of this Item.

Request form on receipt of this Item of permission, condition provided by paragraph one and procedure for its issue, procedure for adoption of the special decision of the Government of the Russian Federation, stipulated in Item 3 these Articles, are established by the Government of the Russian Federation and are published in "Notices to seafarers".
