About modification of some Orders of the Government (amendment of the list of types of activity which specifics allow to perform acceptance of cash without use of the control and cash equipment; expansion of use of government electronic payment service (MPay)

The government DECIDES:

1. Appendix to the Regulations on operation of the control and cash equipment when implementing cash cash calculations and/or by means of other payment instrument, approved by the Order of the Government No. 141/2019 (Official monitor of the Republic of Moldova, 2019, Art. No. 94-99, 191), to add with Items 20 and 21 of the following content:

"20. The services provided by the bodies of public management and public organizations registered in the State register of public services.

21. The services provided by the supplier of universal post service appointed by the law.".

2. In the Order of the Government No. 712/2020 about government electronic payment service (MPay) (Official monitor of the Republic of Moldova, 2020, Art. No. 267-271, 879), with subsequent changes, to make the following changes:

To add 1) with Item 4-1 of the following content:

"4-1. The international organizations and non-profit organizations regulated by the Law No. 86/2020 on non-profit organizations, performing socially useful activities can use according to this resolution government electronic payment service (MPay) for distribution among physical persons of donations/grants within implementation of different social projects.";

2) in appendix No. 1:

a) state Item 2 in the following edition:

"2. The service MPay is intended:

1) for collection of payments into the single treasurer account of the Ministry of Finance (further - EKS) from physical persons and legal entities of public and private law;

2) for distribution of payments from budgets - components of the national public budget and from accounts of the public organizations on self-government serviced in EKS and also for return of payments to physical persons with EKS;
