1. The legal basis of application of special economic measures and enforcement powers is constituted by the Constitution of the Russian Federation, the conventional principles and rules of international law, the international agreements of the Russian Federation, the resolution of the Security Council of the United Nations, this Federal Law, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, and also regulatory legal acts of federal executive bodies adopted according to them.
2. Special economic measures are applied in cases of emergence of set of the circumstances requiring immediate reaction to international and illegal act or unfriendly action of foreign state or its bodies and officials, the posing threats to interests and safety of the Russian Federation and (or) the violating rights and freedoms of her citizens.
3. Enforcement powers are applied to accomplishment of resolutions of the Security Council of the United Nations.
1. The purposes of application of special economic measures are ensuring interests and safety of the Russian Federation and (or) elimination or minimization of threat of violations of the rights and freedoms of her citizens.
2. Special economic measures are applied on the basis of the following principles:
1) legality;
2) publicity of application of special economic measures;
3) justification and objectivity of application of special economic measures.
3. The purposes and the principles of application of enforcement powers are determined according to the purposes and the principles of organization activity of the United Nations provided by its Charter.
