About modification of the Presidential decree of the Republic of Kazakhstan of September 10, 2022 No. 1005 "About approval of the Management concept public finances of the Republic of Kazakhstan till 2030"

I DECIDE:

1. Bring in the Presidential decree of the Republic of Kazakhstan of September 10, 2022 No. 1005 "About approval of the Management concept public finances of the Republic of Kazakhstan till 2030" the following changes:

"transparency - the direction of means of NFRK in national economy only through the republican budget, including any financial relations between NFRK and subjects of the quasi-public sector, and also by acquisition of the debt securities of Fund emitted for implementation of the strategic infrastructure projects realized according to the direct order of the Head of state with informing Parliament as a part of the report of the Government on execution of the republican budget;";

in Chapter "Use of means of NFRK":

the fourth to state part in the following edition:

"Acquisition of the Kazakhstan securities of subjects of the state, quasi-public and private sectors, purchase of blocks of shares, shares of the Kazakhstan companies, funding of banks of the second level, direct lending of legal entities and physical persons from NFRK, use of assets as ensuring obligation fulfillment are prohibited, except for acquisitions of the debt securities of Fund emitted for implementation of the strategic infrastructure projects realized according to the direct order of the Head of state.

Means from bonded loans from NFRK shall be used in strict accordance with the purpose caused in the prospectus of the issue of the bond.
