About measures for the state support of electric vehicles to production organization

For the purpose of active implementation of "green" technologies to all spheres, reduction of amounts of emissions of harmful gases in the atmosphere by means of support of production of electric vehicles and component parts to them:

1. Approve the offer of the Ministry of Economic Development and reducing poverty, the Ministry of investments and foreign trade, the Ministry of innovative development on implementation of system of the state support of industrial production in the territory of the republic of the vehicles moving on sources of electrical energy (the TNVED 8703 code 80) (further - electric vehicles), and also the vehicles moving on the internal combustion engine and electric motor which is loaded from external source of the electric power (the TNVED 8703 codes 60, 8703rd 70) (further - hybrid cars).

2. Apply the following measures of support of production of electric vehicles and hybrid cars by industrial method:

a) release till January 1, 2030:

from payment of utilization collection of the electric vehicles made in the republic and hybrid cars;

from customs duty payment for the component parts (vehicle sets) of electric vehicles and hybrid cars, raw materials and materials, the equipment and the industrial equipment, including spare parts imported from abroad for field service, according to the lists created in accordance with the established procedure;

b) permission to producers for the period before development of complete cycle of production process of electric vehicles and hybrid cars, however for the term of no more than 24 months from start date of project implementation, import of electric vehicles and hybrid cars in the form of vehicle sets for SKD (SKD) or (CBU) in finished form without customs duty payment and utilization collection in quantity to 50 percent from the organized production capacity, but no more than 10 thousand units a year;
