This Law regulates the legal basis of the organization, activities and management of water users of association as non-profit organization for operation and ensuring content of irrigational systems in public concerns.
The legislation of the Republic of Tajikistan on association of water users is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by the Republic of Tajikistan.
In this Law the following basic concepts are used:
- association of water users - the non-profit organization created by the legal entities having right to use by lands for production of agricultural products and the commercial organizations;
- irrigational system - set of irrigational constructions and drains, pipelines, channels, water storage basins, hydraulic engineering constructions, pumping points, the water taking away wells, power lines and communication, roads, bridges, buildings and other infrastructure relating to water economy;
- group of water users - owners of the specific land areas provided with water from one channel, pumping point or the water taking away well, dike or water distribution construction.
