1. The service provider within two working days from the moment of receipt of documents checks completeness of the submitted documents specified in Item 8 of the list of the main requirements to rendering the state service according to appendix 1 to these rules, in representation cases prepares by uslugopoluchatel of incomplete document package and (or) documents with the expired effective period motivated refusal in further review of the statement.
In case of provision the uslugopoluchatel of complete document package by the service provider prepares, vised signs the order on licensing within 10 (ten) working days, renewals of the license – 3 (three) working days.
In case of identification of the bases for refusal in rendering the state service the service provider notifies uslugopoluchatel on the provisional solution about refusal in rendering the state service, and also time and the place (method) of carrying out hearing for opportunity to express to uslugopoluchatel line item according to the provisional solution.
The notification on hearing goes at least in 3 (three) working days prior to completion of term of rendering the state service. Hearing is carried out no later than 2 (two) working days from the date of the notification.
By results of hearing the service provider issues result of rendering the state service or the motivated answer about refusal in rendering the state service.
7. The service provider provides entering of data on stage of rendering the state service into information system of monitoring of rendering the state services according to the subitem 11) of Item 2 of article 5 of the Law.
The authorized body in the field of gaming sends information on the made changes and (or) additions to the these rules determining procedure for rendering the state service in Single contact center and to the operator of information and communication infrastructure of "the electronic government" within 3 (three) working days after state registration in judicial authorities of the corresponding regulatory legal act.
8. Consideration of the claim concerning rendering the state services is made by higher administrative authority, the official, authorized body by assessment and control of quality of rendering the state services (further – the body considering the claim).
The claim is submitted to the service provider and (or) the official whose decision, action (failure to act) are appealed.
The service provider, the official, whose decision, action (failure to act) are appealed, no later than three working days from the date of receipt of the claim send it and administrative case to the body considering the claim.
At the same time the service provider, the official whose decision, action (failure to act) are appealed, has the right not to send the claim to the body considering the claim if he within three working days makes the decision or other administrative action which are completely meeting the requirements specified in the claim.
If other is not provided by the laws of the Republic of Kazakhstan, appeal to the court is allowed after appeal in pre-judicial procedure.
The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within five working days from the date of its registration.
The claim of uslugopoluchatel which arrived to body, considering the claim, is subject to consideration within fifteen working days from the date of its registration.
In case of disagreement with results of the received state service uslugopoluchatel in the right to take a legal action in the procedure established by the legislation.";
