Article 2

To add 1) with parts 2.1 - 2.3 following of content:

"2.1. The legislation on banks and banking activity extends to activities of the Agency in the part which is not contradicting this Federal Law and taking into account the features established by this Federal Law.

2.2. The provisions of the legislation on banks and banking activity regulating procedure do not extend to the Agency:

1) state registration of credit institutions and issue to them of licenses for banking operations;
