Article 1

Bring in the Federal Law of December 21, 2013 No. 353-FZ "About consumer loan (loan)" (The Russian Federation Code, 2013, No. 51, Art. 6673; 2017, No. 50, Art. 7549; 2018, No. 53, Art. 8480; 2021, No. 27, Art. 5157; 2022, No. 1, Art. 13) following changes:

1) part 8 of Article 5 to recognize invalid;

To add 2) with Article 5.1 of the following content:

"Article 5.1. Indicator of debt load of the borrower

1. The credit institution or the microfinancial organization shall calculate on each borrower indicator of debt load of the borrower in the following cases:

1) in case of decision making about provision of consumer loan (loan);

(I will occupy) 2) in case of decision making about increase in the amount of average monthly payment on consumer loan, except for consumer loan (loan) with crediting limit;

(I will occupy) 3) in case of decision making about increase in crediting limit on consumer loan with crediting limit;

2. The credit institution or the microfinancial organization shall perfrom new measure calculation of debt load of the borrower in the following cases:

1) if between settlement date of indicator of debt load of the borrower in case of decision making, stipulated in Item 1 part of 1 this Article, and date of the conclusion of the agreement of consumer loan (loan) in connection with which the indicator of debt load of the borrower was calculated there passed more than thirty one calendar day;
