I ORDER:

ensuring operability of system of acceptance and registration of challenges;

development on involvement of staff of divisions of garrison, free from service, to suppression of major fire and mitigation of consequences of emergency situations (further – emergency).";

"17. Chief of garrison:

organizes and controls garrison service;

18. Deputy chief of garrison:

organizes fire and tactical preparation in garrison;

checks readiness of divisions of the public fire service;

performs conducting fire tactical maneuvers, reviews, competitions and all-garrison actions;

controls content of buildings of fire stations in garrison;

leaves on the fires, places of accidents and natural disasters on the raised rank, resonant and connected with death of 3rd and more people according to the order on the organization of garrison service;

directs suppression of the fires before arrival on the fire of the chief of garrison;

determines the list of the most important and difficult objects in the operational and tactical relation where large number of the main, special and auxiliary equipment, staff on which work is integrated to possible accidents and explosions (further – the list of objects) is required;

requests data and the operational information necessary for accomplishment of tasks of garrison service;

makes offers on re-deployment of divisions of the public fire service in case of major fire, complication of operational fire situation or emergence of special conditions;

adjusts structure of the fire fighting equipment which is in calculation of divisions at the expense of the reserve fire fighting equipment which is available in garrison.

19. Operations duty officer:

owns operational situation in garrison, takes measures to elimination of the revealed shortcomings of service, including with departure to the place of incidents;

provides control of execution of garrison and guard services;

provides preparation of garrison actions and personally participates in their carrying out;

possesses information on the list of objects with availability explosive and strong toxic agents (SDYaV);

organizes and personally stages fire tactical maneuvers and occupations, controls the organization and training on tactical and special and to other types of preparation;

performs interaction with services of life support;

controls timely statement in fire-fighting crew of fire trucks and other equipment;

leaves on the fires, places of accidents and natural disasters, accepts management of fire extinguishing and carrying out wrecking;

controls readiness of staff of departments and links of gas and smoke protective service to work in environment, unsuitable for breath, technical condition of individual protection equipment of respiratory organs (further – SIZOD), content of control posts and bases of gas and smoke protective service (further – GDZS);

checks execution of guard duty in divisions, gives classes in tactical and special preparation;

requests necessary information on condition of operational situation in garrison;

gives to the watch period to heads (chiefs of guard) of divisions and officials of garrison within the powers orders concerning garrison and guard duty, including on temporary re-deployment of the fire fighting equipment with the subsequent notification on it of the deputy chief of garrison;

discharges in extreme, being urgent, cases of faces of the private and the commanding structure of execution of watch with the immediate report on it to higher management.

20. Dispatcher of garrison:

possesses information on operational fire situation in garrison, dislocation and areas of departure of fire brigades, the list of objects on which according to the first message on the fire divisions according to the raised number of challenge, anhydrous areas (sites), technical arms and tactical opportunities of guard, the location of the main inventories of fire-fighting substances, and also the location of divisions (forces and means) of garrison of fire service are sent;
