proceeding from interests of the Ukrainian people - citizens of Ukraine of all nationalities of creation of the sovereign, independent, democratic, social, constitutional state,
based on the Constitution of Ukraine, the Declaration of the rights of nationalities of Ukraine, being guided by regulations of the Framework convention of the Council of Europe on protection of ethnic minorities, the European charter of regional languages or languages of minorities, other international treaties on the rights of persons belonging to ethnic minorities (communities) of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine
aiming at creation of conditions for realization and protection of the rights of all persons belonging to ethnic minorities (communities) of Ukraine, preserving and development of their language, cultural, ethnic, religious originality, ensuring full development as parts of the Ukrainian society
respecting cultural diversity and encouraging cross-cultural dialogue with the purpose of development of mutual understanding, mutual respect and cooperation between all persons living in limits of the territory of Ukraine irrespective of ethnic, cultural, language or religious affiliation,
providing equality of citizens irrespective of ethnic origin,
consolidating the Ukrainian nation,
adopts this Law for the purpose of determination of features of the public relations on ensuring realization of the rights and freedoms with persons which belong to ethnic minorities (communities) of Ukraine.
