Article 1. For special merits in all-round development of Independent, constantly Neutral Turkmenistan, in increase in his international authority, successful realization of humane policy "The state - for the person!", strengthening of integrity of society, unity and unity of the people, having worked within long years in the state and public work, as the President of Turkmenistan, as expression of boundless celebration, high honor, great respect and love of the people, on the basis of the law to recognize the Great identity of the present recognized at national and international level as the eminent and authoritative state, political and public figure, the Hero of Turkmenistan, the Honourable National elder of Turkmenistan, the Chairman Hulk Maslakhata of Turkmenistan Dear Gurbanguly Berdimuhamedov as the National Leader of the Turkmen people.

Article 2. The national Leader of the Turkmen people has the permanent right:

1) to address the people of Turkmenistan on important issues of state system of Turkmenistan, domestic and foreign policy and safety of the country, programs of social and economic development of the country, to take the initiative obligatory to consideration by the relevant state bodies, and also officials;

2) to speak at meetings of Majlis of Turkmenistan by consideration of important issues, the concerning state and public life, discussion of legal acts;
