About measures for further enhancement of system of providing guarantees of the rights of the child

For the purpose of cardinal enhancement of the institutional and legal basis of reliable protection of the rights, freedoms and legitimate interests of children, the early prevention of neglect and making of offenses among children, ensuring execution of results of the discussions which are carried out with the general public concerning the state support of children with disability and children without parental support and also the tasks determined in the National strategy of the Republic of Uzbekistan by human rights:

1. Approve offers of chambers of Oliy Majlis on:

to organization of institute of Authorized Oliy Majlis by the child's rights (further - Children's омбудсман);

to abolition of position of the deputy of the Authorized Oliy Majlis for human rights (ombudsman) - the Ombudsman for Children.

2. Determine that:

Children's омбудсман performs the powers independently and irrespective of state bodies and their officials, it is accountable in the activities to chambers of Oliy Majlis;

Children's омбудсман it is elected Legislative house and the Senate of the Oliy Majlis for a period of five years;

the candidate for position of the Children's ombudsman is submitted for consideration of chambers of Oliy Majlis of the Republic of Uzbekistan by the President of the Republic of Uzbekistan.

3. Transform the Republican interdepartmental commission on cases of minors, the interdepartmental commissions on cases of minors of the Republic of Karakalpakstan, areas and the city of Tashkent, areas (cities) respectively to the National commission on questions of children (further - the National commission), the commissions on questions of children of the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) (further - the territorial commissions) respectively.
