For the purpose of creation of conditions for carrying out calculations between some legal entities - residents when implementing foreign economic activity and according to article 4.2 of the Federal Law of June 4, 2018 "About corrective actions (counteraction) on unfriendly actions of the United States of America and other foreign states" I decide No. 127-FZ:

1. Provide to legal entities - residents (the Russian exporters) who directly perform transfer to nonresidents according to the agreements in foreign trade (contracts) of the goods which arrived from other legal entities signed with them - residents (the Russian suppliers) based on the delivery agreements signed between the Russian exporters and the Russian suppliers in pursuance of intergovernmental agreements, the right to convert the foreign currency cash which arrived from nonresidents (less the expenses incurred by the Russian exporters in case of execution of agreements in foreign trade (contracts), including the expenses provided by delivery agreements and also less the amounts of commission fee paid by the Russian exporters to corresponding banks for implementation of transactions on money transfer in case of execution of agreements in foreign trade (contracts) and delivery agreements) into accounts of the Russian suppliers in authorized banks without obligatory sale of foreign currency and (or) into accounts of the Russian suppliers in the banks located outside the territory of the Russian Federation.
