About change of the resolution of Council of Ministers of the Republic of Belarus of July 8, 2022 No. 452

For the purpose of implementation of decisions of Council of the Eurasian economic commission of September 23, 2022 "About modification of Item 3 of the Decision of the Commission of the Customs union of December 9, 2011 No. 877" and of October 17, 2022 No. 167 "About modification of some technical regulations of the Customs union and the decision of Council of the Eurasian economic commission" the Council of Ministers of the Republic of Belarus DECIDES: No. 161

1. Bring in the resolution of Council of Ministers of the Republic of Belarus of July 8, 2022 No. 452 "About approval of the Regulations on temporary requirements and procedure for evaluating compliance of separate wheel vehicles" the following changes:

in Item 3 of figure "2023" to replace with figures "2024";

in Regulations on temporary requirements and the procedure for evaluating compliance of separate wheel vehicles approved by this resolution:

state Item 1 in the following edition:

"1. Are established by this Provision:

the mandatory requirements applied concerning separate wheel vehicles and the chassis of the categories M, N and O made in the territory of the Republic of Belarus, procedure for application of these mandatory requirements and also assessment procedures of compliance of such vehicles in case of impossibility of evaluating compliance of wheel vehicles (chassis) according to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) approved by the Decision of the Commission of the Customs union of December 9, 2011 No. 877 (further – the technical regulation), during action of the mode of temporary restrictions of deliveries of the wheel vehicles completing for the Belarusian producers;

features of evaluating compliance of the single vehicles released in the territory of the Republic of Belarus without application of requirements for equipment of these vehicles devices (systems) of challenge of the emergency field services.

This Provision does not extend to the vehicles which are in operation in the Republic of Belarus and also to the vehicles imported by physical persons for private use.";

"the single vehicle – the vehicle made in the Republic of Belarus in the conditions of serial production to which design in individual procedure changes before release into the stream of commerce were made, or made out of serial production in individual procedure of assembly set, or which is result of individual technical creativity, or released from among earlier delivered according to the state defense order, or imported on the territory of the Republic of Belarus, not equipped with the device (system) of challenge of the emergency field services;

the applicant – the legal entity or the individual entrepreneur of the Republic of Belarus who are the manufacturer (his authorized representative) or performing import of the single vehicle, addressed with the request for evaluating compliance like the vehicle, type of the chassis or the single vehicle;";

to add the paragraph of the seventh after words of "vehicles" with the words "and components of vehicles";

state Item 3 in the following edition:

"3. Vehicles (chassis) manufactured in the territory of the Republic of Belarus are released and have the right to be in operation in the territory of the Republic of Belarus on condition of their compliance to the technical requirements in case of assessment of conformity of vehicles specified in the list according to appendix 1 (further if other is not provided, – technical requirements) that is confirmed by the conclusion about assessment like the vehicle in form according to appendix 2 and (or) the conclusion about assessment like the chassis in form according to appendix 3.

Single vehicles are released and have the right to be in operation in the territory of the Republic of Belarus on condition of their compliance:

to the requirements specified in paragraph four of subitem 17.2 of Item 17 of this provision that is confirmed by the conclusion about assessment of the single vehicle – for the single vehicles made in the territory of the Republic of Belarus;

to the requirements specified in paragraph five of subitem 17.2 of Item 17 of this provision that is confirmed by the conclusion about assessment of the single vehicle – for the single vehicles imported on the territory of the Republic of Belarus.

Vehicles (chassis) made in the Russian Federation according to its national requirements established for wheel vehicles based on the Decision of Council of the Eurasian economic commission of April 5, 2022 No. 45, are released, including can be used as basic vehicles (chassis) by manufacturers of vehicles of the Republic of Belarus, and also can be in operation in the territory of the Republic of Belarus.

The vehicles released in the Republic of Belarus according to requirements of this provision can not be equipped with devices (systems) of challenge of the emergency field services.";
