About change of the resolution of the Ministry of Taxes and Tax Collection of the Republic of Belarus of March 29, 2018 No. 10

Based on subitem 5.6 of Item 5 of the Regulations on the Ministry of Taxes and Tax Collection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1592, of paragraph one of part one, parts three and the fourth Item 18 and part one of Item 23 of the Regulations on use of the cash and other equipment in case of acceptance of instruments of payment approved by the resolution of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus of July 6, 2011 the No. 924/16, Ministry of Taxes and Tax Collection of the Republic of Belarus DECIDES:

1. Bring in Regulations on requirements to the operator of program cash system, program cash system, program cash desk, and also operating procedure of the commission on assessment on the compliance to qualifying standards approved by the resolution of the Ministry of Taxes and Tax Collection of the Republic of Belarus of March 29, 2018 No. 10, the following changes:

1.1. state Item 2 in the following edition:

"2. For the purposes of this provision terms in the values determined in appendix 3 to the resolution of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus of July 6, 2011 No. 924/16 "About use of cash and other equipment in case of acceptance of instruments of payment" and also the terms having the following value are used:

the automated information system of program cash system (further – AIS PKS) – the information system including the hardware and software system providing collection, processing, storage and provision of the received and processed cash documents, navigation data, other data provided by the protocol of exchange with the control system of the cash equipment (further – other data), and information on the events made on program cash desks including in the mode of remote access to AIS PKS, and also transfer of cash documents, navigation data, other data and information on the events made on program cash desks in data-processing center of the control system of the cash equipment (further – SKKO);

base of goods (works, services) – information on the goods (works, services) realized in shopping facilities (objects of performance of works, rendering services) which contains in the software of program cash desk and (or) other external data carriers;

navigation data – set of the coordinate and time data characterizing parameters of the location, speed and the direction of movement of the vehicle in which the program cash desk is used received according to technical solution of the operator of program cash system by program cash desk;

the allowance – the goods price increment (works, services) established by the seller in addition to retail price of goods (work, service);

the user of program cash desk – the legal entity or the individual entrepreneur using program cash desk based on the agreement signed with the operator of program cash system;

discount – the goods price discount (works, services) provided by the seller to the buyer (consumer);

control facility of the operator – hardware-software remedy of information created (received) program cash desk;

the unique identifier – the symbolical line in the coding representing hexadecimal representation of the unique identifier created by control facility of the operator with use of means of cryptographic information security based on the data on cash transaction obtained in electronic form, displayed in the form of QR code and symbolical representation (in the coding ASCII);

data-processing center of the operator of program cash system – the complex of software and hardware, the communication equipment, organized communication channels, means of information protection and specially developed application software of AIS PKS providing by means of AIS PKS acceptance, storage and processing of cash documents, navigation data, other data and information on the events made on program cash desks and their transfer to data-processing center of SKKO, integration with electronic information system and also provision of these data to users of program cash desk with use of web services.

when obtaining from data-processing center of SKKO of team about blocking of work of program cash desk or information on completion of effective period of the technological certificate of the open key published by the center of technological digital certificates of RUP "Information and Publishing Center for Taxes and Fees" (further – TSOK), blocking of program cash desk;";

the ninth to state the paragraph in the following edition:

"format control of cash documents, navigation data, other data, verification of the digital signature with use of TSOK;";

1.4. add the Provision with Item 9-1 of the following content:

"9-1. The program cash desks placed on electronic devices of users of program cash desks ensure functioning in climatic conditions in case of ambient temperature indoors from plus 5 to plus 35 degrees Celsius, and on condition of use of program cash desks in the open air – from minus 10 to plus 35 degrees Celsius.";

1.5. state Item 10 in the following edition:

"10. Program cash desks can be used in spheres of trade, public catering, services (including in case of motor transportations of passengers), except as specified, when in these spheres according to Item 3, paragraphs the first, the second, fourth, to the sixth and seventh part one of Item 27 of the Regulations on use of cash and other equipment in case of acceptance of instruments of payment for acceptance of payments use special computer cash systems and special computer systems.";
