1.1. Add Article 3 with part of 2-1 following content:

"2-1. The specialist working at the exempted territories of the Azerbaijan Republic - the person having the document of the state sample on professional, secondary and higher education and at least 24 months of working life within the last 60 months and working according to the employment contract (contract) at the exempted territories of the Azerbaijan Republic (except for persons of special rank).";
