About cyber security

For the purpose of increase in level of protection of national information infrastructure against external and internal threats I decide:

1. Create national system of ensuring cyber security which elements are in the Republic of Belarus:

Operational analytical center in case of the President of the Republic of Belarus (further - OATs);

The national center of ensuring cyber security and response to cyberincidents (further - the National center of cyber security);

the centers of ensuring cyber security and response to cyberincidents of objects of information infrastructure of state bodies and other organizations (further - the centers of cyber security);

the operator of telecommunication on interaction of the National center of cyber security, the centers of cyber security, and also state bodies and other organizations (further - the authorized operator of telecommunication);

objects of information infrastructure of state bodies and other organizations (further - objects of information infrastructure);

the data transmission networks used for interaction of the elements of national system of ensuring cyber security specified in paragraphs the second or fifth this Item.

2. Determine that tasks of national system of ensuring cyber security are:

achievement of the maximum coordination of actions of state bodies and other organizations for detection, prevention and minimization of effects of cyber attacks to objects of information infrastructure;

permanent search of potential vulnerabilities of national segment of the global computer Internet;

carrying out information analysis about cyber attacks and cyberincidents caused by them, establishment of the reasons of cyberincidents;

efficiency evaluation of security of objects of information infrastructure from cyber attacks;

forecasting of situation in the field of ensuring cyber security.
