In recent years in the country measures for ensuring creating favorable conditions for convicts, observance of their rights and freedoms, respect of their honor and advantage are taken, including work on enhancement of the legislation providing further humanization of conditions of detention of prisoners in places of detention is conducted.
At the same time the analysis of criminal and executive practice and results of direct dialogue with the public confirm need of strengthening of guarantees of the rights and freedoms of convicts, further improvement of prison conditions and their reduction in compliance with international standards, and also inclusions of the period of paid work in general working life of the convicts involved in work in organizations on execution of the punishment.
This Law makes changes and additions to the Law of the Republic of Uzbekistan "About the state provision of pensions of citizens" and the Penitentiary code of the Republic of Uzbekistan, providing inclusion in general working life of persons condemned to imprisonment, the period of work and payment of the social tax.
At the same time regulations about non-admission of application of tortures and others cruel, inhuman or degrading treatments or punishment concerning convicts, and also the criteria determining formation of convicts on the way of correction are brought in the criminal and executive legislation.
The specified Law will promote providing the rights, freedoms and legitimate interests of convicts.
