About introduction of amendments to the Federal law "About State Language of the Russian Federation"

Article 1

Bring in the Federal Law of June 1, 2005 No. 53-FZ "About state language of the Russian Federation" (The Russian Federation Code, 2005, No. 23, Art. 2199; 2013, No. 27, Art. 3477; 2014, No. 19, Art. 2306) following changes:

1) in Article 1:

a) add part 1 with the words "as language of the state-building people entering into the multinational union of the equal people of the Russian Federation";

b) state part 2 in the following edition:

"2. Use of Russian is obligatory in the spheres determined by this Federal Law, other Federal Laws, the Law of the Russian Federation of October 25, 1991 No. 1807-I "About languages of the people of the Russian Federation". Public authorities of the Russian Federation provide protection and support of state language of the Russian Federation, and also the right of citizens of the Russian Federation to use of state language of the Russian Federation.";

c) state part 3 in the following edition:

"3. When using Russian as state language of the Russian Federation in the spheres determined by part 1 of article 3 of this Federal Law the rules of the modern Russian literary language shall be respected. For the purposes of this Federal Law regulations of the modern Russian literary language are understood as the rules of use of language means fixed in normative dictionaries, reference books and grammars. Procedure for forming and approval of the list of such dictionaries, reference books and grammars, requirements to creation and frequency of the edition of the normative dictionaries provided by this part affirm the Government of the Russian Federation based on offers of Government commission on Russian. Regulations on Government commission on Russian, its structure and procedure for adoption of decisions by it affirm the Government of the Russian Federation.";
