1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. This resolution becomes effective since January 1, 2023.

Changes which are made to acts of the Government of the Russian Federation

1. Item 101 of the Regulations on the organization of project activities in the Government of the Russian Federation approved by the order of the Government of the Russian Federation of October 31, 2018 No. 1288 "About the organization of project activities in the Government of the Russian Federation" (The Russian Federation Code, 2018, No. 45, Art. 6947; 2022, No. 12, of the Art. 1874) to state in the following edition:

"101. Modification of summary budget list of the federal budget regarding the budgetary appropriations provided on financial provision of implementation of national projects on the bases provided by the budget legislation of the Russian Federation, except for the bases specified regarding 1 article 7 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation" in part 16 of article 9 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of the Budget Code of the Russian Federation, Recognition Voided Separate Regulations of Legal Acts of the Russian Federation and on Establishment of Features of Execution of Budgets of Budget System of the Russian Federation in 2023", in paragraphs the second - the fifth, the ninth and tenth Item 3, and also in paragraphs the nineteenth (regarding increase in budgetary appropriations of reserve fund of the Government of the Russian Federation, and also budgetary appropriations at provision from the federal budget of the interbudget transfers having purpose), twentieth, twenty third - the twenty fifth Item 7 of Article 217 of the Budget code of the Russian Federation, it is performed in the presence of the single change requests of the national projects corresponding to such changes in summary budget list of the federal budget approved according to this Provision.

Modification of summary budget list of the federal budget regarding the budgetary appropriations provided on financial provision of implementation of national projects on the bases provided by paragraphs the second - the fifth, ninth and tenth Item 3, and also paragraphs the nineteenth (regarding increase in budgetary appropriations at provision from the federal budget of the interbudget transfers having purpose) and the twentieth Item 7 of Article 217 of the Budget code of the Russian Federation, is performed in the presence of the single change requests of the national projects corresponding to such changes in summary budget list of the federal budget created according to this Provision.

Approval and submitting for examination and approval according to the procedure, established by this Provision, single change requests of the national projects connected with modification of summary budget list of the federal budget according to the paragraph the second this Item and on the bases provided by paragraphs the nineteenth (regarding increase in budgetary appropriations of reserve fund of the Government of the Russian Federation) and the twenty fifth Item 7 of Article 217 of the Budget code of the Russian Federation, are provided with the head of the national project, the head of the federal project no later than 3 weeks after modification of summary budget list of the federal budget.

Features of forming, representation, consideration (approval), and also approval of the single change request of the national project prepared for the purpose of modification of summary budget list of the federal budget are established by the Government of the Russian Federation.".

2. In the Regulations on management system state programs of the Russian Federation approved by the order of the Government of the Russian Federation of May 26, 2021 No. 786 "About management system state programs of the Russian Federation" (The Russian Federation Code, 2021, No. 23, Art. 4042; 2022, No. 13, Art. 2111; No. 16, Art. 2656, 2695; No. 45, Art. 7720):

a) to add Item 32 after paragraph one with the paragraph of the following content:

"For state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities are implemented and also in the field of defense industry complex, the offers specified in paragraph one of this Item along with submission to management board of the state program (comprehensive program) go to board of the Military-industrial commission of the Russian Federation.";

b) in Item 35:

in paragraph one:

shall be replaced with words the words "and Ministry of Finance of the Russian Federation" ", the Ministry of Finance of the Russian Federation and board of the Military-industrial commission of the Russian Federation (for state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities and also in the field of defense industry complex are implemented)";

" (from the date of input in trial operation)" shall be replaced with words words "(from the date of input in trial operation, except for state programs (comprehensive programs), data on which are the state secret and (or) are carried to data of confidential nature)";

the paragraph two after the word "is represented" to be added with the words "according to paragraph one of this Item";

c) Items 36 and 37 after words" (for state programs)," to add with words "board of the Military-industrial commission of the Russian Federation (for state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities and also in the field of defense industry complex are implemented),";

d) state Item 39 in the following edition:

"39. Modification of the passport of the state program (comprehensive program), the passport of structural element of the state program (comprehensive program) (except for the federal project which is part of the national project) is performed by approval of the single change request of the state program (comprehensive program) (further - single request), except for the state program (comprehensive program) and the specified structural elements of the state program (comprehensive program), data on which are the state secret and (or) belong to data of confidential nature, modification of which can be performed based on interconnected the change request of the passport of the state program (comprehensive program), the change request of the passport of the corresponding structural element of the state program (comprehensive program).

Change of the parameters of the passport of the state program (comprehensive program) which are parameters of the passport of the national project and (or) passport of the federal project which is part of the national project is performed automatically in the Electronic Budget system (in process of commissioning of its components and modules) after approval of corresponding changes in the passport of the national project and (or) the passport of the federal project which is part of the national project, according to the procedure, established by regulations on project activities.

The specified requests regarding changes of the passport of the state program (comprehensive program), passport of complex of process actions are created according to methodical recommendations, and regarding changes of the passport of the federal project, passport of the departmental project - according to methodical instructions of presidium of Council in case of the President of the Russian Federation for strategic development and national projects and (or) methodical recommendations of project office of the Government of the Russian Federation.

The change request of the passport of the state program (comprehensive program), the passport of complex of process actions, data on which are the state secret and (or) belong to data of confidential nature, is created in the form of new edition of the corresponding passport (the part of the passport containing the corresponding data) with use of the paper and electronic medium with observance of requirements of the legislation of the Russian Federation for work with the data which are the state secret and (or) data of confidential nature. The description of changes of rather current version of the corresponding passport of the state program, the passport of complex of process actions according to methodical recommendations is attached to the specified request.

Modification of the passport of the state program (comprehensive program), except as specified automatic change of parameters of the passport of the state program after approval of changes of parameters of the passport of the national project and (or) the federal project which is part of the national project is performed:

The government of the Russian Federation - according to Item 23 this provision by preparation of the federal law draft about the federal budget for the next financial year and planning period to entering into the State Duma of Federal Assembly of the Russian Federation;

management board - if on the changes provided by it request there are no disagreements with curators of other state programs (comprehensive programs) affected by such changes;

The Russian Prime Minister - in case of need settlements of the specified disagreements, and also in case of need reductions of the passport of the state program (comprehensive program) in compliance with parameters of the approved Federal Law on the federal budget for the next financial year and planning period. Adjustment of structure of indicators of the state program (comprehensive program) and (or) their values the last year of realization in case of such need is performed, as a rule, in case of reduction of the passport of the state program (comprehensive program) in compliance with parameters of the approved Federal Law on the federal budget for the next financial year and planning period.

Approval of the single request providing changes only of parameters of the passport of complex of process actions is performed by the corresponding collaborator of the state program (comprehensive program).

Modification of federal and departmental projects is performed according to regulations on project activities.

Consideration of single request is performed by the interested federal executive bodies, other state bodies and the organizations within 5 working days from the date of their receipt in the Electronic Budget system.

For state programs (comprehensive programs), complexes of process actions, data on which are the state secret and (or) treat data of confidential nature, the term specified in paragraph ten of this Item can be increased, but no more than for 5 working days.

The single request (the change request of the passport of the state program (comprehensive program), the passport of complex of process actions) is subject to approval of board of the Military-industrial commission of the Russian Federation (for state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities and also in the field of defense industry complex are implemented).

Data on accounting of earlier provided notes of the State Duma of Federal Assembly of the Russian Federation, Federation Council of Federal Assembly of the Russian Federation and Audit Chamber of the Russian Federation are attached to the single request created by preparation of the federal law draft about the federal budget for the next financial year and planning period to entering into the State Duma of Federal Assembly of the Russian Federation.";

e) add with Item 42 (1) the following content:

"42(1). Modification of summary budget list of the federal budget regarding the budgetary appropriations provided on financial provision of implementation of state programs and (or) their structural elements on the bases provided by the budget legislation of the Russian Federation, except for the bases specified in part 16 of article 9 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of the Budget Code of the Russian Federation, Recognition Voided Separate Regulations of Legal Acts of the Russian Federation and on Establishment of Features of Execution of Budgets of Budget System of the Russian Federation in 2023", paragraphs the second - the fifth, ninth and tenth Item 3, paragraphs the nineteenth (regarding increase in budgetary appropriations of reserve fund of the Government of the Russian Federation, and also budgetary appropriations on provision from the federal budget of the interbudget transfers having purpose), twentieth, twenty third - the twenty fifth Item 7 of Article 217 of the Budget code of the Russian Federation, and also except for the budgetary appropriations provided on financial provision of implementation of state programs and which are their part of the structural elements containing the data carried to the state secret and (or) data of confidential nature it is performed in the presence of the single request approved in the Electronic Budget system according to this Provision corresponding to such changes in summary budget list of the federal budget.

Modification of summary budget list of the federal budget regarding the budgetary appropriations provided on financial provision of implementation of state programs on the bases provided by paragraphs the second - the fifth, ninth and tenth Item 3, and also paragraphs the nineteenth (regarding increase in budgetary appropriations at provision from the federal budget of the interbudget transfers having purpose) and the twentieth Item 7 of Article 217 of the Budget code of the Russian Federation, is performed in the presence of the single request created according to this Provision in the Electronic Budget system corresponding to such changes in summary budget list of the federal budget.

Approval and submitting for examination and approval according to the procedure, established by this Provision, the single request connected with modification of summary budget list of the federal budget according to the paragraph the second this Item and also on the bases provided by paragraphs the nineteenth (regarding increase in budgetary appropriations of reserve fund of the Government of the Russian Federation) and the twenty fifth Item 7 of Article 217 of the Budget code of the Russian Federation, are provided with the executive in charge (collaborator) of the state program (comprehensive program) no later than 3 weeks after modification of summary budget list of the federal budget.

Approval and submitting for examination and approval according to the procedure, established by this Provision, the interconnected change requests of the passport of the state program, change requests of the corresponding structural element containing the data carried to the state secret and (or) the data of confidential nature corresponding to the changes made to summary budget list of the federal budget are performed by the executive in charge (collaborator) of the state program (comprehensive program) at least once a quarter taking into account need of approval of the corresponding request to established by this Provision and regulations on project activities of terms of submission of the reporting under the state program and its structural elements.

Features of forming, representation, consideration (approval), and also approval of the single change request of the state program prepared for the purpose of modification of summary budget list of the federal budget are established by the Government of the Russian Federation.";

e) in Item 63:

after paragraph one to add with paragraphs of the following content:

"The report on the course of implementation of the state program (comprehensive program) taking into account reports on the course of realization of the structural elements which are its part is submitted in subsystem of management of state programs in the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation, board of the Military-industrial commission of the Russian Federation (for state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities and also in the field of defense industry complex are implemented), and also to executives in charge of comprehensive programs (for state programs).

Reports on the course of implementation of the state program (comprehensive program) together with reports on the course of realization of the structural elements which are its part, data on which are the state secret and (or) are carried to data of confidential nature, are represented by the executive in charge of the state program (comprehensive program) to federal executive bodies, other state bodies (organizations) specified in the paragraph the second this Item, in accordance with the established procedure on paper and electronic carriers with observance of requirements of the legislation of the Russian Federation for work with the data which are the state secret and (or) data of confidential nature.";

after paragraph two to add with the paragraph of the following content:

"The report on the course of realization of complex of process actions, data on which are the state secret and (or) are carried to data of confidential nature, goes responsible for development and realization of the corresponding complex of process actions no later than the 13th working day of the month following the accounting period, to the executive in charge of the state program (comprehensive program) within which the complex of process actions is implemented to the Ministry of Economic Development of the Russian Federation in accordance with the established procedure on paper and electronic carriers.";

the fourth - to state paragraphs to the sixth in the following edition:

"The annual statement about the course of implementation of the state program (comprehensive program) is created by the executive in charge based on annual statements about the course of realization of structural elements and it is represented till March 1 (on March 5 - for comprehensive programs) (the specified annual statement - till April 22 (on April 26 - for comprehensive programs) the year following after accounting year in management board, board of the Military-industrial commission of the Russian Federation (for state programs (comprehensive programs) within which actions (results) which are carried out for the benefit of ensuring defense of the country, safety of the state and law-enforcement activities and also in the field of defense industry complex are implemented), the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation, and also to executives in charge of comprehensive programs (for state programs).

The annual statement about the course of implementation of the state program (comprehensive program) together with annual statements about the course of realization of the structural elements which are its part, data on which are the state secret and (or) are carried to data of confidential nature, are represented by the executive in charge of the state program (comprehensive program) to federal executive bodies, other state bodies (organizations) specified in paragraph seven of this Item, in accordance with the established procedure on paper and electronic carriers with observance of requirements of the legislation of the Russian Federation for work with the data which are the state secret and (or) data of confidential nature.

The annual statement about the course of realization of complex of process actions goes responsible for development and realization of complex of process actions to the executive in charge of the state program (comprehensive program) within which it is implemented, and to the Ministry of Economic Development of the Russian Federation till February 20 (specified - till April 18) the year following after accounting year (for complexes of process actions, data on which are the state secret and (or) are carried to data of confidential nature, in accordance with the established procedure on paper and electronic carriers).".

In the order of the Government of the Russian Federation of April 4, 2022 No. 583 "About features of implementation of state programs of the Russian Federation (their structural elements) in the conditions of the geopolitical and sanctions pressure upon development of the Russian economy and modification of the Regulations on management system state programs of the Russian Federation" (The Russian Federation Code, 2022, No. 16, the Art. 2656):

a) in Item 2:

c) the single change request of the state program, except as specified automatic change of parameters of the passport of the state program after approval of changes of parameters of the passport of the national project and (or) the federal project which is the part of the national project considered and approved in accordance with the established procedure by the interested federal executive bodies, other state bodies and the organizations can affirm the executive in charge of the state program (in case of adjustment of parameters of the passport of the state program) or the collaborator of the state program (in case of adjustment of parameters of the passport of structural element of the state program, except for the federal projects which are part of national projects, the state program which is not mentioning parameters) if such single request:

does not provide change of the purposes and measure values of the state program (for the single request providing adjustment of the passport of the state program);

it is prepared for the purpose of reduction of parameters of the state program, its structural elements in compliance with the changes made to summary budget list of the federal budget on the basis provided by part 16 of article 9 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of the Budget Code of the Russian Federation, Recognition Voided Separate Regulations of Legal Acts of the Russian Federation and on Establishment of Features of Execution of Budgets of Budget System of the Russian Federation in 2023" in case of lack (settlement) of disagreements with the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation and board of the Military-industrial commission of the Russian Federation on such single request;";

declare the subitem "g" invalid;

state the subitem "e" in the following edition:

"e) automatic creation and submission of monthly reports on the course of implementation of state programs and complexes of process actions in the Electronic Budget system is performed;";

add with the subitem "zh" of the following content:

"g) curators of the state programs included in the Section VIII of the list of state programs of the Russian Federation approved by the order of the Government of the Russian Federation of November 11, 2010 No. 1950-r having the right to make the decision on inexpediency of monthly (quarterly) planning of measure values of state programs and which are their part of structural elements.";

Determine that the single change request of the national project prepared for the purpose of reduction of parameters of passports of national projects (programs) (further - the national project) and passports of the federal projects which are their part according to the changes brought in summary budget list of the federal budget on the basis provided by part 16 of article 9 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of the Budget Code of the Russian Federation, Recognition Voided Separate Regulations of Legal Acts of the Russian Federation and on Establishment of Features of Execution of Budgets of Budget System of the Russian Federation in 2023" can affirm the head of the national project or the head of the federal project, the national project which is part (if changes do not affect parameters of the passport of the national project), on condition of lack (settlement) of disagreements with the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation and board of the Military-industrial commission of the Russian Federation on such single request.".
