About measures for reforming of system of public transport

Large-scale work on improvement of motor transportation servicing of the population, expansion of route network of public transport and updating of the park of railway vehicles by modern environmentally friendly buses is in recent years carried out.

On the basis of new approaches with participation of foreign experts the new route network of public transport of the city of Tashkent is developed.

At the same time non-compliance with regularity of movement, requirements to safety and quality of transportations, lack of the differential tariffs for journey, failure to provide of priority of public transport service reduce its attractiveness.

The operating system of financing of public transport does not allow to update the park of railway vehicles on system basis and to widely attract private investments into industry.

For the purpose of complete requirements satisfaction of the population in passenger traffic of proper quality and comfort, creation of attractive business environment for private sector by implementation in industry of the market principles, in particular, enhancement of system of financing and tariff policy, and also according to the Strategy of development for New Uzbekistan for 2022 - 2026:

1. Approve the offer of the Ministry of transport and the Ministry of Economics and finance on step-by-step implementation of system of the organization and financing of transportations of passengers on limiting rates on regular city bus routes on basis gross - the contract.

2. Within system of the organization and financing of transportations of passengers on limiting rates on regular city bus routes on basis gross - the contract to establish procedure according to which:

settlings with the carriers rendering services in transportation of passengers by buses (further - carriers), are performed by authorized state body based on criteria "the passable way" and "quality";

practice of establishment for carriers of the plan task for daily collection of fare with transfer of receipts of fare to maintaining authorized state body is cancelled;

along each bus route carriers are determined by results of the electronic tender;
