4. The Jogorku Kenesh of the Kyrgyz Republic (further - Jogorku Kenesh) establishes the Certificate of honor and approves its description.
5. The regulations on procedure for representation to the Certificate of honor, deliveries, accounting and storage, issue of the statement from the order about rewarding and cancellations of the decision on rewarding (further - the Provision) affirm the order of Toraga of Jogorku Kenesh of the Kyrgyz Republic (further - Toraga of Jogorku Kenesh).
Idea of rewarding with the Certificate of honor is brought by Toraga of Jogorku Kenesh:
1) deputies of Toraga of Jogorku Kenesh;
2) committees of Jogorku Kenesh - on foreign citizens and the organizations;
3) parliamentary fractions and deputy groups of Jogorku Kenesh;
4) deputies of Jogorku Kenesh;
