About normative financing of expenses on delivery of health care according to the procedure of experiment
Based on part two of Item 3 of Article 87-1 of the Budget code of the Republic of Belarus, Item 1 of article 8 of the Law of the Republic of Belarus of July 17, 2018 "About regulatory legal acts" the Council of Ministers of the Republic of Belarus DECIDES: No. 130-Z
1. Make in 2023 experiment on the planning of the consolidated budget of the Grodno region (further, if is not determined other, - the budget) based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by budget funds (further if other is not determined, - the state organizations of health care), in stationary conditions in relation to kliniko-costly groups (further - experiment).
2. Approve Regulations on procedure for planning of expenses of the consolidated budget of the Grodno region based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by means of the specified budget in stationary conditions in relation to kliniko-costly groups it (is applied).
3. In this resolution the main terms and their determinations in the values established by the Law of the Republic of Belarus of June 18, 1993 No. 2435-XII "About health care" and also the following terms and their determinations are applied:
kliniko-costly group (further - KZG) - group of clinically homogeneous diseases similar on average cost of the rendered medical services and cost structure;
coefficient of relative zatratoyemkost of KZG - the adjusting factor reflecting resource intensity of specific KZG;
