About counteraction of extremist activities

This Law determines the basic principles, legal and organizational basis of counteraction of extremist activities for the purpose of protection of rights and freedoms of man and citizen, bases of the constitutional system and ensuring national security of the Kyrgyz Republic.

Chapter 1. General provisions

Article 1. Legal basis of counteraction of extremist activities

The legal basis of counteraction of extremist activities is constituted by the Constitution of the Kyrgyz Republic, this Law and other regulatory legal acts of the Kyrgyz Republic, the conventional principles and rules of international law, and also the international agreements which became effective according to the legislation of the Kyrgyz Republic.

Article 2. Tasks of this Law

Tasks of this Law are determination and establishment of legal and organizational basis for:

1) preventions, identifications, suppression of extremist activities and elimination of the reasons and conditions promoting making of these acts;

2) enhancement of interstate interaction of subjects of counteraction of extremist activities;

3) developments of international cooperation in the field of counteraction of extremist activities.

Article 3. Basic principles of counteraction of extremist activities

Counteraction of extremist activities is based on the principles:

1) supremacy of law;

2) legality;

3) providing and protection of rights and freedoms of man and citizen;

4) nondiscriminations on the basis of sex, races, language, disability, ethnic origin, religion, age, political or other convictions, education, origin, property or other status;

5) public, including interethnic, interethnic and interfaith concord;

6) priority of the measures directed to the prevention (prevention) of extremist activities;
