About measures for expansion of crediting of real production sector and decrease in debt load of the population

For the purpose of ensuring available and stable financing of real production sector and decrease in debt load of the population I DECIDE:

1. To the government of the Republic of Kazakhstan together with National Bank of the Republic of Kazakhstan and Agency of the Republic of Kazakhstan on regulation and development of the financial market:

1) to take measures for expansion of the rights of investors of "Single Accumulation Pension Fund" joint-stock company regarding transfer to fifty percent from the amount of the pension accruals to managing investment companies;

2) till December 31, 2023 to provide integration of banks of the second level and credit bureaus with the state databases about legal entities, their income and property.

2. To the government of the Republic of Kazakhstan together with National Bank of the Republic of Kazakhstan and Agency on protection and development of the competition of the Republic of Kazakhstan till May 1, 2023 to review conditions of the Economy of Simple Things program, including to provide:

increase in term of subsidizing of rates of remuneration within the program from 5 to 7 years on the most priority industries of economy;

establishment of tiered rates of subsidizing depending on priority of industries of economy.

3. To the government of the Republic of Kazakhstan together with Agency of the Republic of Kazakhstan on regulation and development of the financial market:

1) till April 30, 2023 to accept the Road map on realization of pool of investment projects through syndicated financing and joint financing with banks of the second level;

2) till September 30, 2023 to take measures on:

to transfer to the pawnbroker of the right of temporary land use and its subsequent realization without redemption of the right of land use;

to participation in the biddings on realization (sale) of the right of subsurface use of subjects of business, except for strategic objects, without obligatory receipt of permission of competent authority in the field of subsurface use;

3) to review approaches of tax policy in part:
