RESOLUTION OF THE MINISTRY OF TRANSPORT AND COMMUNICATIONS OF THE REPUBLIC OF BELARUS

About change of the resolution of the Ministry of Transport and Communications of the Republic of Belarus of March 18, 2019 No. 14

Based on paragraphs of the fourth and ninth of article 6 of the Air code of the Republic of Belarus the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Bring in the aviation rules "Ensuring Civil Aviation with Aviation Fuels and Lubricants and Special Liquids" approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus of March 18, 2019 No. 14, of change, having been reworded as follows them (are applied).

2. This resolution becomes effective after its official publication.

Aviation rules "Ensuring Civil Aviation with Aviation Fuels and Lubricants and Special Liquids"

Section I. General questions

Chapter 1. Basic provisions

1. These aviation rules are developed for the purpose of realization of the Management on supply of civil aviation with reactive fuel (Doc 9977) developed by International Civil Aviation Organization (ICAO), the Standard 1530 "Requirements to quality assurance of aviafuels in case of production, storage and distribution in the airports" (EI/JIG Standard 1530) and taking into account provisions of technical regulatory legal acts on the aviation fuels and lubricants and special liquids applied in civil aviation (further – TNPA).

2. These aviation rules:

2.1. establish requirements to the aviation organizations and their divisions regarding providing the aircraft equipment of civil aviation with aviation fuels and lubricants and special liquids;

2.2. perform functions of the operational and technical, technological document in case of implementation, maintenance in working order and accomplishment by personnel of the aviation organizations of civil aviation and the divisions which are engaged in providing with aviation fuels and lubricants and special liquids, all necessary production procedures provided by the regulating documentation;

2.3. determine technology of providing the aviation organizations of civil aviation with aviation fuels and lubricants and special liquids, namely:

requirements to safety management, quality and transactions during aviation fuel supply of civil aviation;

normative and technical bases on acceptance, storage, preparation and application, quality control and the admission of aviation fuels and lubricants and special liquids to application on the aircraft equipment of civil aviation;

procedure for application of the aviation fuels and lubricants and special liquids allowed to application on different types of aircrafts;

criteria of suitability of aviation fuels and lubricants and special liquids for application on aircrafts;

technology of preparation of aviation fuels and lubricants and special liquids to issue on gas station of aircrafts;

the organization, amount and procedure for monitoring procedure of quality of aviation fuels and lubricants and special liquids, including in case of receipt in service (site) of fuels and lubricants of the aviation organization, in case of their storage in warehouses and in case of issue on gas station of aircrafts, and also in case of issue on temporary airfields and airfields;

the main actions for ensuring safety of quality of aviation fuels and lubricants and special liquids in case of their stay in warehouse of fuels and lubricants of the aviation organization of civil aviation and means of gas station of aircrafts;

2.4. are the fundamental document:

establishing the standard document forms applied in activities with aviation fuels and lubricants and special liquids in forms No. 1 – No. 30 according to appendix 1;

for development and application of civil aviation by the aviation organizations of technological instructions (technologies), job descriptions for personnel of services (sites) of fuels and lubricants taking into account specific specifics of the aviation organizations of civil aviation;

for application by personnel of service, (site) of fuels and lubricants in volume of complex of the performed works for the relevant aviation organization of standard process charts for aviation fuel supply, for acceptance, warehousing, storage and issue aviation fuel and lubricants material and special liquids No. 1 – No. 8 according to appendix 2.

3. In these aviation rules the following terms, their determinations and reducings are applied:

airline – the organization making passenger and freight airborne transportation, aviation works;

aviation fuels and lubricants (further – aviafuel and lubricants) – the general name of aviafuels, oils, the lubricants applied in case of operation of the aircraft equipment (further – aviation equipment);

aviation fuel supply – the airport activities aimed at providing operation and servicing of aircrafts (further – AF) standard aviafuel and lubricants, SZh (acceptance, storage, preparation and issue on AF gas station, AF gas station, control of quantity and quality characteristics aviafuel and lubricants, SZh);

aviation fuel (aviation gasoline and kerosene) (further – aviation fuel) – the combustible substance entered together with air into the aircraft engine combustion chamber for receipt of heat energy in the course of oxidation by oxygen of air (burning);

warranty period of storage of aviafuel and lubricants, SZh – the term specified in ND production and supply of aviafuel and lubricants during SZh in case of which observance of resolutive conditions of storage, this material meets all requirements regulated by ND;

The declaration of conformity – the document in which the manufacturer or person authorized by the manufacturer, or the seller (supplier) certify products compliance to the technical requirements containing in the technical regulations of the Republic of Belarus or regulatory legal acts of the President of the Republic of Belarus or Council of Ministers of the Republic of Belarus providing introduction of obligatory confirmation of conformity due to the need of initiation of efficient measures of state regulation;

AF gas station – complex of works on filling of onboard reservoirs of AF with the aviafuel and lubricants brands established for their operation;

engineering air service (further – IAS) – division of the aviation organization of civil aviation (further – HECTARE) organizing and providing technical exploitation of aviation equipment;

calibration of measuring instruments (further – calibration) – work by metrological assessment during which the ratio between the value of size received with use of measuring instrument or standard of unit of size, and value of the size reproduced and (or) stored by national standard of unit of size, standard of unit of size of the same sort or standard sample for the purpose of determination of the valid metrological characteristics of measuring instrument is established;

quality of aviafuel and lubricants – set of properties of aviafuels, oils, the lubricants meeting the requirements of the corresponding specifications and the purposes of the end user from the point of view of their quality and purity;

quality of aviafuel and lubricants – compliance of aviafuel and lubricants to requirements of ND;

controlled lot of products – intended for control, the set of units of production of one name, standard rating or standard size and execution made during certain interval of time in the same conditions;

control – system of ensuring keeping of standards on industrial output by testing of tests of end product for compliance to specifications;

quality control of aviafuel and lubricants – determination by physical and chemical methods of the analysis of measure values of quality of aviafuels, oils and lubricants for establishment of their compliance to requirements of TNPA of this product;

the control coupon – the document issued by service (site) of fuel and lubricants of the HECTARE aviation organization which was carrying out storage, preparation for issue and the quality control of aviafuel and lubricants on specific means of gas station of aviation equipment confirming quality of aviafuel and lubricants of aviation equipment who is filled in in means of filling, accomplishment of necessary preparation of this means of gas station for acceptance, storage, transportation of aviafuel and lubricants and resolving carrying out gas station of aviafuel and lubricants aviation equipment from this means of gas station;

fuel and lubricants laboratory – the structural division of the HECTARE aviation organization providing quality control of aviafuel and lubricants, SZh on any of stages of their address;

control method – rules of use of certain principles and control facilities;

metrological assessment – set of works, the measurements taken for the purpose of ensuring unity;

the metrological characteristic of measuring instrument – the characteristic of one of properties of measuring instrument influencing result of measurements;

metrological requirements – quantitative and (or) high-quality requirements (verbal and (or) digital indicators, standard rates, rules, classifications, verbal and graphical descriptions) to the characteristics of properties of national standards of units of sizes, standards of units of sizes, standard samples, measuring instruments, techniques (methods) of measurements influencing result of measurements and to conditions under which these characteristics shall be provided, and also to the measured products parameters;

the regulating document (further – ND) – the document containing rules, the general principles or characteristics concerning different types of activities or their results including the establishing procedure and the work content or their separate stages, methods (methods, acceptances) of work, task, function, obligation and the right of bodies and services of subjects of civil aviation. Regulatory legal acts, including TNPA concern to them;

objects of aviation fuel supply – buildings, constructions, processing equipment and the communications of services of the HECTARE aviation organization intended for aviation fuel supply;

the quality certificate on aviafuel and lubricants – the document on batch of aviafuel and lubricants in which results of testing, the conclusions about compliance of indicators of quality of aviafuel and lubricants of this batch to requirements of TNPA are specified;

batch – any product quantity, made during the continuous engineering procedure accompanied with one quality certificate (the passport of products) issued in case of acceptance based on testing of the joint test;

checking of measuring instrument (further – checking) – work by metrological assessment during which measuring instrument compliance to mandatory metrological requirements proves to be true;

the supplier of aviafuel and lubricants – the legal entity who is the producer and (or) the seller of aviafuel and lubricants;

the consumer of aviafuel and lubricants – legal entity or physical person, being the acquirer of aviafuel and lubricants for the purpose of operation of AF;

antiwater crystallizational liquid (further – PVK liquid) – the additives added to the aviation kerosene filled in AF for the purpose of decrease in probability of frosting of the main fuel filters of the gas turbine engines which do not have systems of heating of aviation fuel in front of these filters and also as the liquids preventing formation of crystals of ice in the aviation fuel which is in fuel tanks of AF;

anti-icing liquid (further – POZh) – intends for removal from surface of AF on the earth of ice formations (ice, the frozen snow, hoarfrost), and also preventive processing of AF for the purpose of its protection from ice accretion on the earth;

The quality manual – the document determining system of management by quality of the aviation organization;

The certificate of conformity on aviafuel and lubricants – the document confirming products compliance to quality requirements and safety established for it by ND;

the Dedman system – system of remote control of process management of AF gas station aviation fuel of timer type with check of management function through equal intervals of time and constant control of efficiency of the operator;

the Interlok system – system of complex control of provisions of elements of the equipment providing AF gas station with aviation fuel with forced blocking of movement of the refueling vehicle of the vehicle chassis, airfield through the brake system, for the purpose of exception of possibility of their movement in case of accomplishment not in full transfer procedures of elements of the equipment from working provision in transport;

system of the AF centralized gas station (further – STsZ) – complex of constructions and processing equipment for supply of aviation fuel from reservoirs in fuel tanks of AF by means of stationary pumps on technological pipelines and via filling aggregates;

special liquids (further – SZh) – different to destination and to properties the materials used in liquid state in case of operation, repair and maintenance of AF and aircraft engines (working liquids of hydraulic systems, organic solvents and removers, technical washing liquids, liquid POZh and PVK, and also their components, inorganic acids and other products of special purpose);

the fuels and lubricants warehouse – complex of buildings, constructions, installations and the equipment for acceptance, storage and issue of aviafuel and lubricants, SZh on AF gas station, and special transport;

service (site) of fuel and lubricants – structural division of the HECTARE aviation organization (fuelling complex, service or the site of fuel and lubricants, etc. depending on the HECTARE aviation organization) which provides acceptance, storage, preparation and issue of aviafuel and lubricants on AF and fuel and Lubricants gas station for the land equipment with observance of rules on labor protection, fire safety and environmental protection;

service (division) of land servicing – division (or a little) the HECTARE aviation organization or one of structural units of division performing the works connected with land servicing of AF at the airport;

control facility – the technical device, substance and (or) material for monitoring procedure;

measuring instrument – the technical tool intended for measurements, having metrological characteristics which values are accepted invariable during certain time;

technical documentation (further – TD) – the documents relating to activities for aviation fuel supply (for example, the documentary procedure, technological documentation on process or technique of testing) or to products of aviafuel and lubricants, SZh (for example, specifications on products, operational documentation and drawings);

engineering supervision – check of compliance of object to the established technical requirements;

maintenance of aviation equipment – complex of the works (transactions) performed on aviation equipment, aiming at preparation of AF for flights, maintenance of operability, working capacity and correctness of functioning of aviation equipment in case of its use to destination in case of storage and transportation;

Technology for the organization of work on aviation fuel supply – the document approved by the head of the HECTARE aviation organization, regulating performance of works of production cycle on aviation fuel supply;

purity of aviafuel and lubricants – the level of impurity of aviafuel and lubricants particles of the mineral and organic nature ("mechanical impurity", "water") established by consecutive technological transactions in case of control of level of purity of aviation fuel;

operational technical documentation (further – ETD) – the documents regulating flight and technical operation of AF (management on flight operation, Operation manuals, regulations of works on maintenance, etc.), the designs intended for studying, service regulations and maintenance, planning and registration of works on maintenance of aviation equipment, and also for accounting of work, number, movement and technical condition of aviation equipment, accounting of its completions and accounting.

Other terms containing in these aviation rules are applied in the values determined in the Air code of the Republic of Belarus.

4. For the purposes of these aviation rules also following reducings are applied:

ATTs – automobile fuel tank;

VKShch – water-soluble acids and alkalis;

AFU – the auxiliary power plant;

ZhDTs – the cistern car;

ICT – the fuel quality indicator;

KRD – control and registration documentation;

KIP – instrumentations;

MZ – the oil dispenser;

NNZ – tip of the lower gas station;

POSES T – the device of determination of impurity of fuels;

PSZ – mobile means of gas station;

SMK – quality management system;

CST – service of special transport;

SUB – safety management system;

SUBP – safety management system of flights;

TZ – the refueling vehicle;

TZA – the refueling vehicle airfield;

THAT is maintenance;

TSZ – technical means of gas station.

5. Information and documentary support of works on aviation fuel supply shall be carried out according to the requirements specified in these aviation rules.

6. All documentation of service (site) of fuel and lubricants of the HECTARE aviation organization shall be considered in the general list of the documents obligatory to application in service (site) of fuel and lubricants, with indication of number of copies and their distribution on divisions.

All documents are signed by person performing. For electronic accounting documentation as the signature alternative, is allowed use of the system protected by the password, testable individual person. Also backup is required (at least, weekly).

Documents on daily, weekly and monthly checks shall be stored at least one year.

Documents on less frequent scheduled inspections, results of all testing on membrane filters, all magazines taking into account all unplanned works shall be stored at least three years.

Section II. Safety management, quality and transactions

Chapter 2. Safety management

7. Each HECTARE aviation organization performing activities for aviation fuel supply shall have the reliable SUB, including necessary organizational structure from four basic elements connected with safety: policy and purposes, management of risk factors, safety and promoting of safety issues.

8. SUB provides:

identification and confirmation of dangerous conditions, and risks assessment for safety, including the risks resulting from changes and implementation of new technologies or products;

pro-active and reactive risk management methods and finishing them to the appropriate acceptable levels determined by the HECTARES aviation organizations specified in their system managements;

change management process as element of system of safety;

process of internal monitoring of security status – check of the organization of control of safety;

processes of assessment of adequacy SUB, including processes of the relevant third parties and measure for improvement of the indicators which are responsible for safety.

Chapter 3. Quality management and its communication with safety management

9. The process of control and quality assurance reflecting the international practice is part of reliable SMK, and controls quality supplement efforts on risk management for safety of flights of AF.

10. The HECTARE aviation organization performing activities for aviation fuel supply of airborne transportations shall have SMK for ensuring compliance of aviation fuel to specifications and quality requirements when aviation fuel is at its disposal and (or) under its control. Such systems shall provide:

the control and registration of procedures of the treatment of aviafuel and lubricants confirming the proper handling and necessary testing of aviafuel and lubricants on all way of supply from acceptance of aviafuel and lubricants before gas station of AF it;

tracking for ensuring compliance of aviafuel and lubricants to specifications and the purpose at the time of delivery to AF;

accounting of possible changes or modifications of standard procedures of aviation fuel supply that the change management process, for ensuring integrity of system of supply and amendment of similar change management process within safety management and use of element of management of risk factors SUBP or alternative industry standard was effective;

the notification on enforcement of standard procedures after modification or modifications.

11. Elements of the described and documented SMK shall include:

the purposes and tasks with accurately formulated basic principles, standards and procedures;

organizational structure with distribution of managerial obligations;

the competent and properly prepared personnel having the document confirming qualification;

providing, content and calibration of necessary means and equipment;

the proper processes and procedures corresponding to field of activity of the company.

Chapter 4. Management of transactions

12. For compliance to the purposes of these aviation rules the HECTARES aviation organizations performing aviation fuel supply of airborne transportations shall develop and accept the Operation manual to use. It shall include:

12.1. organizational structure;

12.2. surnames, functions and obligations of the key qualified personnel having necessary knowledge and experience where enter:

the senior managing director on whom the shared responsibility and powers concerning policy, the purposes, procedures, projects and products of the organization are conferred;

the managing directors having powers on introduction and change of processes;

the procedure providing continuity of accomplishment of tasks and programs in the field of safety or quality during absence of any official on which the main responsibility for this task or the program is conferred;

12.3. systems of health protection, labor protection, safety, environmental protection and SMK, including elements of observance of their requirements, policy and the purposes in these spheres including concerning obligations of management and competence of the organization;

12.4. criteria, target measures and indicators of maintenance of product quality;

12.5. the internal audit performed by the competent persons not dependent on management of everyday transactions including evaluation procedure of processes and elements of performance monitoring of processes, including:

identification of cases of non-compliance with engineering procedures of the company;

elimination of the revealed discrepancies;

determination of competence of the organization;

12.6. the production schedules and control procedures covering respectively operating procedure on joints with other parts of system including the requirements to safety established by end users;

12.7. plans for emergency case, including the plans of ensuring integrity of objects and stability of functioning of the company considering plans of providing continuity of functioning of components and their requirement;

12.8. training program and promotion of labor protection;

12.9. document management;

12:10. substantive audit.

13. The HECTARES aviation organizations performing activities for aviation fuel supply shall have also necessary rooms and provide necessary resources for work of specialists – financial, technical, logistic and human. In case of doubts concerning the Operation manual or resources, or for assessment of their adequacy it is necessary to carry out the analysis of gaps in relation to content of this Management and ensuring requirements and scales of productive activity.

Section III. General requirements to the aviafuel and lubricants allowed to application

Chapter 5. General provisions

14. Aviation fuel brands according to ETD of the AF specific type provided in table 1 are allowed to application on AF.

15. The list of aviation fuel, allowed to application, according to table 1 is specified in Operation manuals. Features of use of aviation fuel are determined by ETD for the specified types of aviation equipment.

16. The AVIAFUEL AND LUBRICANTS issued on AF gas station shall undergo all transactions of technological preparation from the moment of revenues to the fuels and lubricants warehouse and before issue on AF gas station, and also correspond to TD.

The AVIAFUEL AND LUBRICANTS which did not have all transactions technological training and quality control in volume of requirements of these aviation rules are forbidden to be applied on aviation equipment.

17. The used aviafuel and lubricants shall have the documents confirming quality of aviation fuel.

Chapter 6. Aviation fuel

18. Aviation fuel according to TD on their production and application can be applied with complex of additives.

19. Storage in reservoirs and in means of gas station of the aviafuels made on different ND shall be made separately, mixing of the specified brands of aviafuels, and also standard and non-conforming product is not allowed.

20. Aviation gasoline like AVGAS 100LL is the high-octane hydrocarbon mixture prepared by processing of the crude oil with addition of ethyl liquid, antioxidant and dye. Content of lead as a part of AVGAS 100LL aviation petrol does not exceed 0,56 of g/l that allows to improve its ecological properties and "keeping", and also to reduce harmful effects on the environment and the personnel working with it.

Chapter 7. Technical features of use of aviafuels

21. For use of aviakerosene of the PT and TC-1, brands proceeding from passport details of manufacturing plant of aviation fuel on indicator "The crystallization temperature", according to climatic conditions at the airport of departure/arrival, the following requirements shall be observed:

aviation fuel with crystallization temperature not above minus of 60 °C (on passport details of the manufacturer or data of analyses of fuel and lubricants laboratory of the aviation organization) is allowed to be applied without restrictions in all climatic areas according to GOST 10227-86;

aviation fuel with crystallization temperature not above minus of 50 °C is allowed to be applied without restrictions in all climatic areas, except the region of I, at temperature of outside air at the earth not lower minus 45 °C;

to apply mix of RT and TS-1 aviafuels with different temperatures of crystallization according to the standard rates established for product from the highest of the crystallization temperatures specified in the passport;

on site applications when carrying out reception quality control of mix of RT and TS-1 aviafuels to be guided by the regulations specified in table 2.

22. In case of arrival in the airport where the current temperature of air is lower minus 30 °C, with remaining balance of the aviation fuel having temperature of crystallization are not higher minus 50 °C and if to departure more than 24 hours, within no more than 1 hour the aviation fuel remaining balance from fuel tanks of AF is required or to merge or to refuel AF aviation fuel with crystallization temperature not above minus 60 °C.

23. When finding aviation fuel in processing equipment of the fuels and lubricants warehouse of the aviation HECTARE, TSZ organization, and also in the AF fuel system, under certain conditions there can be aviation fuel opacification phenomenon found in case of purity control visual and (or) tool by methods. Can be the reasons of opacification of aviation fuel:

availability in aviation fuel of emulsion water;

incomplete dissolution in it the added liquid PVK;

partial allocation of PVK of liquid together with dissolved water from aviation fuel as a result of change of conditions of the environment.

Availability of emulsion water in aviation fuel is rejection sign. With respect thereto emulsion water is subject to obligatory removal from aviation fuel by upholding and discharge of the collected sediment, and also carrying out filtering aviation fuel through means of water separation.

24. Short, no more than 30 minutes, aviation fuel opacification, after input of PVK of liquid, rejection sign is not.

25. Use of muddy fuel before clarification of the reasons of opacification and performance of works on achievement of complete transparency of aviation fuel is not allowed.

26. In case of incomplete dissolution of PVK of liquid in case of dosage, and also in case of sharp fall of temperature of air opacification of fuel in reservoirs of fuels and lubricants warehouses and means of gas station is possible. In this case it is necessary to check purity of fuel of the same batch without addition of PVK of liquid, quality of the liquid for content of water and observance of regulations of dosing. In case of positive results of all analyses and checks aviation fuel is allowed to AF gas station.

In case of content in aviation fuel in fuel tanks of AF process of opacification of fuel is intensified by liquid PVK as a result of number of climatic and operational factors.

Opacification of fuel with PVK liquid in fuel tanks of AF is not rejection sign, in this case it is necessary to merge the accumulating sediment without fail.

27. The documents confirming quality of AVGAS 100LL aviation petrol shall contain:

name and designation of brand of aviation fuel;

the name of the manufacturer (authorized by the manufacturer of person) either the importer, or the seller, their location (with indication of the country);

normative requirements and actual results of testing;

date of issue and passport number;

the signature of person which drew up the passport;

data according to the Declaration of conformity;

data on availability in aviation petrol of additives.

Chapter 8. Aviation oils, lubricants and SZh

28. Oils and lubricants are applied according to requirements of the Operation manual to specific type of aviation equipment.

29. Working (hydraulic) liquids apply as working body in the AF hydraulic systems to transfer of efforts in elements of their design.

30. Hydraulic liquids are applied according to requirements of the Operation manual to specific type of aviation equipment.

31. Admissibility of mixing of different brands of oils, lubricants and working liquids is determined by ND and ETD on the AF specific type.

32. When filling in filling means of working liquids for the purpose of prevention of hit of water and foreign inclusions it is necessary:

33. PVK liquid are used in the form of additives in aviation fuel of the RT and TS-1 brand for decrease in probability of frosting of fuel filters of the gas turbine engines and jet engines which do not have systems of heating of fuel in front of these filters.

whenever possible, the maximum filling with aviation fuel of fuel tanks of AF after its arrival for the purpose of exception of formation of condensate and hoarfrost on walls of nadtoplivny space.

44. In case of fall of temperature of air is lower minus 25 °C and its high humidity, control over the implementation of the above actions shall be strengthened.

45. As the measure providing absence in the filled aviation fuel of settling water and crystals of ice the discharge of sediment from regular points of means of gas station is applied. The sediment merges to absence in bank, used for discharge of sediment, settling water and visually visible mechanical impurity and crystals of ice.

46. Discharge of sediment from fuel tanks of AF, with the subsequent control of absence in aviation fuel of settling water, mechanical impurity and crystals of ice it is necessary to make on arrival of AF, after gas station (refill) and after the long parking.

55. POZh are classified as liquids like I, II, III, IV.

General requirements to POZh of I type and type II, to procedure for its application, to the mobile means applied to drawing POZh on AF are determined:

in the Operation manual and in ND of the producer on each AF type;

for POZh made in countries of the Commonwealth of Independent States, the corresponding standards and instructions;

for POZh of foreign producers international standards: ISO 11075:2007, ISO 11078:2007.

57. Requirements imposed to the POZh specific brand are determined by ND (the standard or the specification of POZh manufacturer) and the quality certificate approved by the competent organization.

58. Preparation and servicing of special vehicles for transportation and drawing POZh on AF are performed BY CST. Drawing POZh on AF by means of special vehicles performs the prepared personnel of the HECTARE aviation organization, according to ND on production of these works.

59. For the AF types which is subject to anti-icing protection, the HECTARE aviation organization develops appropriate technology on anti-icing processing of AF.

60. In case of THAT and repair of aviation equipment, when carrying out testing and analyses of aviafuel and lubricants, according to TD ethyl alcohol of different brands is applied.

Use of ethyl alcohol on accessory of works shall be performed according to requirements of ND for standard rates of expense.

Section IV. Procedure for selection, registration and storage of tests of aviafuel and lubricants

Chapter 9. General provisions

61. Sampling of aviafuel and lubricants shall be performed according to GOST 2517-2012, and also with requirements of these aviation rules.

Requirements to procedure for selection, registration and storage of tests of aviafuel and lubricants in case of work on aviation fuel supply are provided in ND, and also is direct in TNPA on specific types and the aviafuel and lubricants brand.

Such procedure provides the basic rules of selection, registration and storage of tests of aviafuel and lubricants from means of transportation, storage, gas station, from systems and aggregates AF, and also in case of need procedure for sampling of aviafuel and lubricants in case of non-staff situations (premises to flight accidents, in case of incidents with AF, etc.) for the subsequent monitoring procedure and testing.

62. Sampling of aviafuel and lubricants shall be carried out by properly trained staff with use of figurative (stationary) samplers.

63. Persons allowed to independent work on profile and aware industrial safety rules and fire safety are allowed to sampling of oil products and SZh.

Sampling of aviafuel and lubricants from means of transportation, storage, gas station and processing equipment of fuels and lubricants warehouses is made by technical structure of service (site) of fuel and lubricants.

Sampling of aviafuel and lubricants from systems and aggregates AF is made by technical structure of IAS with involvement, if necessary, of technical structure of service (site) of fuel and lubricants.

64. The selected tests of aviafuel and lubricants shall be representative. Representativeness of tests is reached for the account:

selection of the set amount of aviafuel and lubricants from certain part of its amount, the established method, in the established places and with frequency according to ND;

selection in specially prepared container;

reliability and necessary amount of ND attached to test;

observance of rules of packing, delivery to the place of researches, storages before and after container research about breakdown of aviafuel and lubricants.

65. The tests sent for control and testing in fuel and lubricants laboratory shall be followed by the act on sampling of aviafuel and lubricants in form No. 1 according to appendix 1 (further – the Sampling report of aviafuel and lubricants (ф. No. 1) in which the complete information provided by ND shall be specified.

The tests of aviafuel and lubricants which arrived in fuel and lubricants laboratory are registered in the magazine of registration of tests of aviafuel and lubricants in form No. 2 according to appendix 1 (further – the Magazine of registration of tests of aviafuel and lubricants (ф. No. 2) taking into account information specified in the Sampling report of aviafuel and lubricants (ф. No. 1).
