From the date of transfer to use of the lessee of the living space leased by body (organization) determined by relevant organ of the executive authority with the obligation of realization before the termination of legal relationship of lease of the right and obligation, 43-47 and 119-145 of this Code belonging to the owner of the area of the apartment house according to Articles 38, are assigned to this lessee. The lessee can perform the rights and obligations belonging to the owner of the area, determined by Articles 43.2.1-43.2.3 and 125.2.6 of this Code, including competence of the owner of the area to dispose of common property, determined by Articles 125.2. 12, 125.2.13 and 125.3 of this Code only based on written consent of the owner of living space.".
