1. Approve Methodical recommendations about the organization of works on electronic submission of the data containing in the Unified State Register of Legal Entities and in the Unified State Register of Private Entrepreneurs (further - Methodical recommendations), according to appendix to this Order.

2. To management of state registration and accounting of legal entities and physical persons (S. S. Dukanov), Interregional Inspectorate of the Federal Tax Service on centralized data processing (V. V. Ryasnov), to heads of Offices of the Federal Tax Service in subjects of the Russian Federation to perform the actions for electronic submission of the data containing in the Unified State Register of Legal Entities and the Unified State Register of Private Entrepreneurs provided by Procedure according to the Methodical recommendations approved by Item 1 of this Order.

These recommendations (further - Methodical recommendations) NSAE-3-09/64 "About Ensuring Enforcement of the Procedure for Electronic Submission of the Data Containing in the Unified State Register of Legal Entities and in the Unified State Register of Private Entrepreneurs" are developed according to the order of FNS of Russia of 16.11.2004.

I. General provisions

1. Recommendations are developed for the purpose of the organization of work on electronic submission of the data containing in the Unified State Register of Legal Entities (further - the USRLE) and in the Unified State Register of Private Entrepreneurs (далееЕГРИП), according to the procedure, approved by the order of FNS of Russia of 21.10.2004 of NSAE-3-09/7 (further - the Procedure).

2. Any interested person can be the receiver of the data containing in the USRLE/Unified State Register of Individual Entrepreneurs, including: public authorities, local government bodies, other legal entities, and also physical persons, including foreign citizens and persons without citizenship (further - the Receiver).

3. The data containing in the state registers are provided by the Federal Tax Service across the Russian Federation in general and Offices of the Federal Tax Service in subjects of the Russian Federation (further - the Department of FNS of Russia) on the subordinated territories.

4. The information is provided based on the decision of the tax authority specified in Item of 3 presents of Methodical recommendations by results of consideration of the Request which arrived from the Receiver, on condition of observance of the requirements determined by the Procedure item 4, and by provision of data on electronic media as well the requirements determined by Procedure Item 5.

5. Notifications on the made decision and electronic media, in case of provision of data on the specified carriers, and also attributes of information access go to the Receiver the mailing with the assurance of receipt personally to the addressee.

II. The actions performed by the Federal Tax Service

6. FNS of Russia provides the information from the USRLE/Unified State Register of Individual Entrepreneurs:

- to federal bodies of the government according to the Section II of the Procedure - on electronic media (when obtaining from the receiver of disks/diskettes) or in e-mail mode;

- to federal bodies of the government and public authorities of subjects of the Russian Federation according to the Section III of the Procedure - on telecommunication channels in the mode of remote access;
