About bases of state policy on support of compatriots abroad

This Law establishes the principles and the purposes of state policy of the Kyrgyz Republic on support of compatriots abroad and the main activities of public authorities of the Kyrgyz Republic on its realization.
In this Law the following basic concepts are used:
1) compatriots abroad (further - compatriots) - citizens of the Kyrgyz Republic, temporarily or constantly living outside the territory of the Kyrgyz Republic;
2) diaspora - the part of the people (ethnic community) living outside the Kyrgyz Republic, forming united and steady ethnic groups in the country of accommodation;
3) civil accessory - availability of citizenship or nationality of the Kyrgyz Republic or foreign state.
The legislation in the field of the relations with compatriots is based on the conventional principles and rules of international law, the Constitutions of the Kyrgyz Republic which came in the procedure established by the law into force international treaties which participant is the Kyrgyz Republic and consists of this Law, other regulatory legal acts of the Kyrgyz Republic.

State policy of the Kyrgyz Republic concerning compatriots is component of domestic and foreign policy of the Kyrgyz Republic and represents set of the legal, diplomatic, social, economic, information, educational, organizational and other measures performed by the public authorities of the Kyrgyz Republic according to the Constitution of the Kyrgyz Republic which became effective in the procedure established by the legislation international treaties which participant is the Kyrgyz Republic, the legislation of the Kyrgyz Republic for implementation of the principles and the purposes established by this Law.
