If one of persons marrying has no opportunity to be in body of civil registration or the multipurpose center of provision of the state and municipal services for submission of the joint statement, stipulated in Item 1 this Article, declaration of will of persons marrying it can be drawn up by separate statements for marriage. Authenticity of the signature of person which is made on such statement shall be notarially attested, except for case if the application is directed through the single portal of the state and municipal services and regional portals of the state and municipal services.
