As a result of the undertaken reforms quality of conditions of serving sentence radically is changed, overall performance, directed to their moral correction is increased, including the level of providing convicts with food and clothes is increased in recent years, mechanisms of the prevention of cases of tortures are created, the rights of convicts in colonies on execution of the punishment are expanded.
At the same time today cases of unauthorized leaving by some convicts of the territory of organization on execution of punishments in defiance of established procedure during serving sentence in colonies settlements take place, unfortunately, cases of repeated making of heavy and especially serious crimes are observed. As a result in colonies settlements the number of appointments of convicts to close relatives and other persons is not limited, some convicts allow different abuses when using such rights. For the solution of these problems it is necessary to review procedure for transfer of convicts in colony settlement, regulations of organization on execution of the punishment.
This Law makes changes and additions to Criminal and Criminal and executive codes of the Republic of Uzbekistan.
