Bring in the Law of the Kyrgyz Republic "About medical insurance of citizens in the Kyrgyz Republic" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2000, No. 2, the Art. 103) the following changes:

- other persons: citizens of state members of the Eurasian Economic Union and members of their families; foreign citizens, and also the foreign persons studying and working in the educational organizations of the Kyrgyz Republic; the stateless persons, refugees and persons who are looking for shelter in the Kyrgyz Republic; kayrylmana.
Persons which are not covered by system of compulsory medical insurance pay medical, preventive, rehabilitation and improving services independently.
Rules of compulsory medical insurance are determined by the Cabinet of Ministers of the Kyrgyz Republic.
Article 9. Payers of fees on compulsory medical insurance
Payers of insurance premiums for compulsory medical insurance are:
- citizens of the Kyrgyz Republic;
- legal entities, including foreign, irrespective of legal forms and patterns of ownership, their separate divisions (branches and representations);
- persons determined by the legislation of the Kyrgyz Republic on rates of insurance premiums by the national social insurance.
Fees on compulsory medical insurance are paid by employers, workers and citizens of the Kyrgyz Republic in the ratio and the sizes determined by the legislation of the Kyrgyz Republic on rates of insurance premiums by the national social insurance.
