About approval of the Procedure for issue of books (cornets) by A.T.A.

Due to the adoption by the Verkhovna Rada of Ukraine of the Law of Ukraine "About accession of Ukraine to the Convention on temporary import" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for issue of books (cornets) for A.T.A., which is applied.

2. To the State Customs Service:

provide together with Chamber of Commerce and Industry observance of requirements of the Convention on temporary import and Appendices to it;

develop procedure for customs clearance of goods which move through customs border with use of books (cornets) of A.T.A.

3. This resolution becomes effective in 10 days after publication.

Procedure for issue of books (cornets) for A.T.A.

1. This Procedure determines the procedure of issue of books (cornets) of A.T.A., which are used according to the Convention on temporary import and Appendices A, B.1 - B.9 and D to it accepted on June 26, 1990 in Istanbul (further - the Convention).

2. Issue of books (cornets) of A.T.A. in the territory of Ukraine it is performed by Chamber of Commerce and Industry which is acknowledged in accordance with the established procedure as the organization guarantor (the guaranteeing organization) of payment of import duty and taxes in case of violation by person to which the book (cornet) of A.T.A is issued., temporary import regime of goods on customs area of the State Party of the Convention.

The Chamber of Commerce and Industry in the procedure established by it can delegate in parts or in full powers concerning issue of books (cornets) of A.T.A. to regional Chambers of Commerce and Industry, remaining the single guaranteeing organization in Ukraine. Control of issue of books (cornets) of A.T.A. regional Chambers of Commerce and Industry the Chamber of Commerce and Industry performs.
