About questions of transfer of lands, held for use renewable energy resources
Now in the Kyrgyz Republic the question of effective use of energy resources and transition to use of renewable energy resources is particularly acute (further - RES).
So, fossil types of fuel (coal, oil, natural gas) in case of combustion emit the carbon dioxide promoting growth of greenhouse effect and global warming in the atmosphere.
Whereas RES which treat the sun, wind and other power sources are ecologically net as during their work there is practically no waste, emission of pollutants in the atmosphere or reservoirs; there are no ecological costs connected with production, conversion and transportation of fossil fuel. In this connection the majority of RES carry to green power, that is environmentally friendly, not polluting the environment.
Today RES are alternative to the above-stated fossil types of fuel as independence of RES of fuel would ensure energy security of the country and price stability on the electric power.
Besides, the renewable power is based on the most different natural resources that allows to protect non-renewable sources and to use them in other industries of economy, and also to keep environmentally friendly energy for future generations.
At the same time in most cases power plants based on RES are easily automated and can work without direct participation of the person.
For the purpose of ensuring energy security of the Kyrgyz Republic, liquidation of deficit of electrical energy, decrease in degree of dependence of the country on unrenewable energy resources and rational energy use and energy resources, and also environment protection and health of the person, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. In accordance with the established procedure to present Fonda of green power under the Cabinet of Ministers of the Kyrgyz Republic the right termless (without specifying of term) uses of the lands suitable for use of RES.
