About subsidizing of agricultural industry in the rural zone

The Parliament adopts this organic law.

Chapter I General provisions

Article 1. Regulation subject

(This law establishes 1):

a) principles of state policy of subsidizing of agricultural industry and rural zone;

b) powers of bodies of public management in the field of subsidizing of agricultural industry and the rural zone;

c) forms and conditions of subsidizing of agricultural industry and rural zone;

d) features of the procedure of acceptance and consideration of requests for subsidizing.

(2) This law does not regulate the principles of business activity, as well as the principles of the budget taxation system of the Republic of Moldova.

Article 2. Law purposes

(1) the Purposes of this law are:

a) increase in competitiveness of the agro-industrial sector and its sustainable development;

b) ensuring steady management of natural resources;

c) sustainable social and economic development of the rural zone.

(2) For achievement planned in part (1) is more whole the state supports:

a) upgrade of agrofood chain for the purpose of compliance to requirements of the European Union for safety of foodstuff and to quality requirements;

b) simplification of access for farmers to the capital markets, means of production and finished goods (input-output);

c) increase in value added in the agro-industrial sector due to development of infrastructure of primary and final conversion;

d) implementation of modern practices of management of natural resources;

e) implementation of the production technologies favorable for state of environment, ecological products, and also preserving biological diversity;

f) adaptation to climatic changes and mitigation of their effects for agricultural production;

g) development of the infrastructure connected with availability and rendering services in the rural zone;

h) expansion of employment opportunities in nonagricultural areas and growth of the income in the rural zone;
