About introduction of amendments to the Law of Ukraine "About defense purchases" about introduction of transparency in defense purchases (except data on purchases of the goods, works and services of defense appointment which are the state secret) with ensuring security of the state customers from military threats for action of legal regime of warlike situation in Ukraine

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About defense purchases" of July 17, 2020 No. 808-IX (with the changes made by the Law of Ukraine of August 16, 2022 No. 2526-IX) the following changes:

1. To add Item of 1 part one of Article 4 with the paragraph the seventh the following content:

"regulations On authorized body on the state guaranteeing quality and procedure for work on the state guaranteeing goods quality, works and services of defense appointment".

2. Add Article 14 with part four of the following content:

"4. According to the appeal of Committee of the Verkhovna Rada of Ukraine to which powers national security issues, defenses and investigations belong the state customer provides information specified in the address, including information which is the state secret on the carried-out purchase, public contracts (agreements) on purchase signed by the state customer (service of the state customer, military unit) within 10 working days from the date of receipt of the corresponding address".

3. In Article 16:

Item 4 of part one to exclude 1);

"5. The biddings with limited participation, the simplified biddings using electronic purchasing system are performed by the state customer by use of electronic purchasing system.
