Council of Ministers of the Republic of Belarus DECIDES:

1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. in the resolution of Council of Ministers of the Republic of Belarus of February 1, 2021 No. 59 "About the State program "Agrarian business" for 2021-2025":

in subitem 3.2 of Item 3:

third to state the paragraph to part two in the following edition:

"from among carried to perspective and significant investment projects in agro-industrial complex – according to the address of the customer taking into account its conclusion and analysis results of the business plan of the investment project which is carried out by bank or "Development Bank of the Republic of Belarus." open joint stock company;

the twenty ninth – the thirty sixth to state parts in the following edition:

"Development of subcomplexes of potato growing, fruit growing and vegetable growing, including vegetable growing of the protected soil.

Potato growing. The annual average production volume of potatoes for 2016-2020 made 5,9 of one million tons that corresponds to the level of 2015. In 2020 collection of potatoes constituted 5,2 of one million tons, or percent 85,7 by 2019, in case of average productivity of 206 centners from hectare in comparison with 229 centners in 2019 and 194 centners in 2015.

In agricultural organizations and peasant farms production of potatoes in 2020 constituted 913,6 of one thousand tons in case of average productivity 261 centners from hectare which increased relatively 2016 by 23 centners.

Fruit growing. The considerable attention is paid to questions of increase in production of domestic fruit and berry production. At least 500 hectares of gardens are annually pledged. For 2016-2020 4,4 of one thousand hectares of long-term plantings is pledged.

The annual average production volume of fruit and berries for 2016-2020 made 699 thousand tons, or percent 126,5 by 2015. In 2020 819 thousand tons, or percent 142,5 by 2019 are collected, in case of average productivity of 97,4 of centner from hectare in comparison with centner 64,7 in 2019 and 64,2 of centner in 2015.

The main target objectives of development of gardening in the republic:

building-up of the areas of fruit plantings with intensive technology of cultivation;

growth in volumes of production of apples of lezhkosposobny grades for increase in their delivery to the interseasonal period of year at the domestic market of the republic.

For realization of target tasks in gardening the following priority directions are determined:

laying of gardens with grades of winter and late winter terms of consumption (more than 80 percent from total area of laying of fruit crops), on slaborosly stocks, according to the condensed scheme of landing, including using supporting frameworks and the device of drop watering;

ensuring safety of the grown-up fruit products due to construction, reconstruction and upgrades of storages;

involvement of not used real estate objects in economic circulation for the purpose of creation of conditions for production, storage of fruit and berry products and its sale.

Vegetable growing, including vegetable growing of the protected soil. In the republic purposeful work on protection of the domestic market, production of competitive vegetable products in the discovered and protected soil is carried out.";

"In case of average productivity of 279 centners from hectare annual average collection of vegetables during five-years period constituted 1, one million tons that is 109,1 percent more, than in 2015. In 2020 collection of vegetables constituted 1,75 of one million tons, or percent 95,6 by 2019, in case of average productivity of 277 centners from hectare in comparison with 284 centners in 2019 and 245 centners in 2015.

In the conditions of the protected soil in 2022 it is grown up 110, by one thousand tons of vegetables, from them cucumbers – 41,7 of one thousand tons, tomatoes – 66,3 of one thousand tons, other vegetables and green cultures – 2,4 of one thousand tons. In general following the results of year amounts of hothouse products allow to provide requirements of the domestic market, however the lack of cucumbers and tomatoes during the interseasonal period is noted.

The main target objectives of development of hothouse vegetable growing in the republic are:

increase in production of cucumbers and tomatoes during the interseasonal period of year (November-April) for achievement of security of the domestic market;

expansion of osortiment of the vegetables which are grown up in the conditions of the protected soil.

The realization of target tasks in hothouse vegetable growing will be enabled at the expense of the following priority directions:

production organization of vegetables of the protected soil during the interseasonal period with use of system of dosvetka;

construction of energy saving winter greenhouses, reconstruction and upgrade of the existing productions (in which there are technical capabilities) under technology of "photoculture".

Indicators of development of subcomplexes of potato growing, fruit growing and vegetable growing, including vegetable growing of the protected soil, for 2021-2025 are:

production by the end of 2025 of potatoes of 6 million tons in farms of all categories, from them in the public sector – 1,2 of one million tons in case of average productivity of 305 centners from hectare, the area of landing – 38 thousand hectares;

production by the end of 2025 of fruit and berry products of 687 thousand tons in farms of all categories, from them in the public sector – 240 thousand tons in case of average productivity of 100 centners from hectare, the area of plantings – 24 thousand hectares;

production by the end of 2025 of vegetables in amount of 1,9 of one million tons in farms of all categories, from them in the public sector – 0,6 of one million tons in case of average productivity of 335 centners from hectare, the acreage of vegetables in the open ground – 14,8 of one thousand hectares;

concentration of production in the organizations performing activities for production of potatoes, vegetables, fruits and berries to 80 percent from total production in the public sector;

implementation of landing of fruit and berry cultures and care of them on the area of 2,5 of one thousand hectares (500 hectares a year);

annual procurement of fruit and vegetable raw materials for production of tinned products of at least 80 thousand tons, including at the expense of domestic raw materials at least 80 percent from total amount.";
