1. General provisions

1.1. This Provision is developed according to Articles 10, 22 Laws of the Republic of Tajikistan "About electric communication" for the purpose of:

- greatest possible satisfaction of demand of consumers for services of electric communication;

- increases in efficiency of activities of telecom operators;

- ensuring further development and upgrade of means and communication networks, expansions of the market of communication services and improvement of quality of their provision;

- assistance of workable and fair competition in the market of services of electric communication, prevention of unfair competition and restriction of monopolistic activities in the field of electric communication.

1.2. The body claiming and regulating rates for services of electric communication is the Agency of regulation of communication under the Ministry of Communications of the Republic of Tajikistan.

1.3. Rates of the operators holding dominant position in the market of certain type of service of electric communication are subject to approval and regulation.

1.4. That operator concerning whom there is the corresponding conclusion of the Agency on the antimonopoly policy and support of entrepreneurship under the Government of the Republic of Tajikistan is considered Dominat.

1.5. The following rates are subject to approval:

- earlier applied rates of the operator who is recognized dominaty at present;
