proceeding from historic fact centuries-old good-neighbourhood, friendship of two fraternal peoples,

stating close similarity of mountain ecosystems, physiographic conditions of two countries determining living conditions and mentality of two people and community of environmental, social and economic problems

noting that, despite the measures undertaken by each of the Parties, the ecological situation in them continues to worsen, undermining bases of sustainable economic development,

considering mountain favor of the countries, special fragility, vulnerability of mountain systems to anthropogenous and natural impact;

recognizing that in mountain conditions the ecological safety becomes priority in system of homeland security of two states and is essential factor of sustainable development of other states of the Central Asian region,

in view of the fact admitted by the world community that natural resources of highlands provide life activity of half of the population of the globe

aiming at the consolidated practical actions for improvement of ecological situation in the region and compliance with declarations and decisions of conferences of the UN in Rio de Janeiro, Johannesburg, Bishkek, Dushanbe,

wishing to strengthen further cooperation and the principles of joint activities in the field of providing ecological safety in cross-border aspect,

agreed as follows:

Article 1

The parties coordinate political, economic and institutional actions within international treaties and obligations for providing ecological safety in the Central Asian region.

Article 2

The parties promote strengthening of cooperation between the government, non-governmental, international and regional organizations, research institutions and mass media in providing ecological safety.
