About military and technical cooperation of the Russian Federation with foreign states

This Federal Law establishes the principles of state policy in the field of military and technical cooperation of the Russian Federation with foreign states, legal and organizational basis of activities of public authorities of the Russian Federation, state regulation and financing of works in the field of military and technical cooperation, establishes procedure for participation in implementation of military and technical cooperation of developers, producers of military products and other subjects of military and technical cooperation and determines their rights in this area.
For the purposes of this Federal Law the following concepts are used:
military and technical cooperation - the activities in the field of the international relations connected with export and import, including with delivery or purchase, military products and also with development and military production;
military products - arms, military equipment, works, services, results of intellectual activities, including exclusive rights on them (intellectual property) and information in military and technical area, except for information which can be published in accordance with the legislation of the Russian Federation in mass media, works of science, literature and art, promotional materials;
treat military products:
arms and military equipment - complexes of different types of weapon and means of ensuring of its fighting application, including delivery systems, systems of targeting, start-up, management, and also other special technical means intended for equipment of armed forces, ammunition and their components, spare parts, devices and components to devices, educational weapon (prototypes, exercise machines and simulators of different types of arms and military equipment);
communication systems and managements of troops, arms and military equipment;
