Article 1. Subject of regulation of this Federal Law

This Federal Law determines features of legal regulation:

1) actions of allowing documents in the field of traffic in weapons and in the field of private security activities, issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic;

2) the traffic in weapons which is not registered in accordance with the legislation of the Russian Federation and being in property of the citizens of the Russian Federation who are constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - citizens of the Russian Federation), the foreign citizens and stateless persons which are legally in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - foreign citizens and stateless persons), and also the weapon which is in property of the legal entities registered in the territories of these subjects of the Russian Federation (further - legal entities);

3) implementation of private security activities in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region;

4) implementation of security functions by the State unitary enterprise "Center of Special Purpose "Protection" of the Zaporizhia Region", including with use of separate types and models of military person-portable small arms;

5) implementation by management officials of certain subjects of the Russian Federation of measures for strengthening of protection of public order and to ensuring public safety, including with use of military person-portable small arms.
