attracts the prevention or imposing of administrative penalty on citizens in the amount of one thousand five hundred to three thousand rubles; on officials - from five thousand to fifteen thousand rubles; on legal entities - from fifteen thousand to thirty thousand rubles.

2. Animals abuse if these actions do not contain signs of penal act, -

attracts imposing of administrative penalty on citizens at the rate from five thousand to fifteen thousand rubles; on officials - from fifteen thousand to thirty thousand rubles; on legal entities - from fifty thousand to hundred thousand rubles.

3. The violation of requirements of the legislation in the field of the treatment of animals which entailed damnification of life or to health of citizens or property if these actions do not contain signs of penal act, -

attracts imposing of administrative penalty on citizens at the rate from ten thousand to thirty thousand rubles; on officials - from fifty thousand to hundred thousand rubles; on legal entities - from hundred thousand to two hundred thousand rubles.

The administrative responsibility provided by part 3 of this Article is not applied to the animal owner if such violation is allowed as a result of actions (failure to act) of the other person performing or obliged to exercise direct supervision of animal at the request of the owner of animal and also if the animal was disposed from ownership of person as a result of illegal actions of other persons.

Article 8.53. Non-compliance with requirements to use of animals in the cultural and spectacular purposes and to their content

1. Non-compliance with requirements to use of animals in the cultural and spectacular purposes and to their content -

attracts imposing of administrative penalty on citizens at the rate from three thousand to fifteen thousand rubles; on officials - from ten thousand to thirty thousand rubles; on legal entities - from fifty thousand to hundred thousand rubles.

2. Implementation of activities for content and use of animals in zoos, zoos, circuses, zootheatres, dolphinariums, oceanariums without license or with violation of the requirements and conditions provided by the license -

attracts imposing of administrative penalty on officials at the rate from thirty thousand to fifty thousand rubles; on legal entities - from hundred thousand to two hundred thousand rubles.

Article 8.54. Non-compliance with requirements to implementation of activities for the treatment of animal owners of shelters for animals and activities for the treatment of animals without owners

1. Non-compliance with requirements to implementation of activities for the treatment of animal owners of shelters for animals -

attracts the prevention or imposing of administrative penalty on officials at the rate from five thousand to fifteen thousand rubles; on legal entities - from fifteen thousand to thirty thousand rubles.

2. Non-compliance with requirements to implementation of activities for the treatment of animals without owners -

attracts the prevention or imposing of administrative penalty on citizens at the rate from three thousand to five thousand rubles; on officials - from five thousand to fifteen thousand rubles; on legal entities - from thirty thousand to fifty thousand rubles.

Note. For the purposes of this Article owners of shelters for animals are understood as persons determined as those by the Federal Law of December 27, 2018 No. 498-FZ "About the responsible treatment of animals and about modification of separate legal acts of the Russian Federation".";

3) in Chapter 23:

a) "provided" to add part 1 of Article 23.14 after the word with words "parts 2 and 3 of Article 8.52 (within the powers), Article 8.53 (within the powers),";

b) add with Articles 23.95 and 23.96 of the following content:

The executive bodies of subjects of the Russian Federation exercising regional state control (supervision) in the field of the treatment of animals consider cases on the administrative offenses provided by part 1, part 2 (within the powers) and part 3 of Article 8. 52, Article 8.54 of this Code.

2. Consider cases on administrative offenses on behalf of the bodies specified regarding 1 this Article, the having the right heads of relevant organs of the executive authority of subjects of the Russian Federation, their deputies, heads of structural divisions of relevant organs of the executive authority of subjects of the Russian Federation, their deputies.".
