About housing bonds

For the purpose of enhancement of the state housing policies and additional protection of citizens when financing construction of premises:

1. Determine that:

1.1. state registration of releases of housing bonds stops, except as specified registration of releases of housing bonds:

for implementation of investment projects within the investment contracts between the investor (investors) and the Republic of Belarus signed till November 7, 2021 and providing possibility of use of housing bonds;

according to decisions of the President of the Republic of Belarus;

1.2. issue, the address and repayment of housing bonds are performed according to requirements:

subitems 1. 5, 1.6, 1.8 and 1.9 of this Item - concerning releases of housing bonds which state registration is performed till October 1, 2023;

subitems 1.3-1.9 of this Item - concerning releases of housing bonds which state registration is performed after October 1, 2023;

1.3. state registration of release of housing bonds is allowed on condition of representation by the legal entity intending to perform issue of housing bonds (further - the legal entity), in Department on securities of the Ministry of Finance of the audit opinion containing the unmodified auditor opinion expressed by auditing organization (the auditor performing activities as the individual entrepreneur) for the annual accounting and (or) financial reporting constituted according to the legislation (further - audit opinion according to the annual accounting and (or) financial reporting), and the audit opinion confirming reliability of calculation of net assets value:

legal entity;

the guarantor, if the guarantee provides obligation fulfillment according to housing bonds of the legal entity.
