Part 5 of Article 5 to add 1) with Item 1.1 of the following content:

"1. 1) necessary conditions for receipt of the North by indigenous ethnic groups, Siberia and the Far East of the Russian Federation of the preschool and primary general education in places of their traditional accommodation and traditional economic activity are created;";

"12. Features of the organization and implementation of educational activities for educational programs of the preschool and primary general education for the students belonging to the indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation leading nomadic and (or) semi-nomadic life in places of their traditional accommodation and traditional economic activity are determined by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the general education.";
