About introduction of amendments to some laws of Ukraine concerning use and the address of pyrotechnic products

I. Make changes to the following laws of Ukraine:

1. Article 24 of the Law of Ukraine "About ensuring sanitary and epidemic wellbeing of the population" (Sheets of the Verkhovna Rada of Ukraine, 1994, No. 27, Art. 218; 2004, 36, 434) to state No. to the Art. in the following edition:

"Article 24. Protection of the population against harmful effects of noise, not ionizing radiation and other physical factors

Executive bodies, local government bodies, the companies, organizations, the organizations and citizens when implementing any kinds of activities for the purpose of prevention of education and reduction of harmful effects on health of the person of noise, not ionizing radiation and other physical factors shall:

perform the relevant organizational, economic, technical, technological, architectural and construction and other activities for prevention of education and noise reduction to the levels determined by the state medical and sanitary standard rates and rules;

provide in operating time of institutions of public catering, trade, consumer services, entertaining and gaming, culture, during concerts, discos, mass festive and entertaining actions, etc. observance of levels of sounding of the sound-reproducing equipment and musical instruments in rooms and on the open areas, and also noise levels in the residential and non-residential buildings adjoining to them not above determined by the state medical and sanitary standard rates and rules;

take measures for non-admission within a day of exceeding of the noise levels determined by the state medical and sanitary standard rates and rules, in such rooms and in such territories (the protected objects):

1) in rooms of apartment houses and in the house adjoining territory;

2) in premises of healthcare institutions, sanatorium institutions, houses nursing homes, organizations of education, culture;

3) in premises of hotels and hostels;
