About environmental impact assessment
This Law according to Article 39 and Item 20 of part I of article 94 of the Constitution of the Azerbaijan Republic determines legal, economic, organizational basis of process of assessment of impact of economic activity and other types of activity, and also implementation of strategic documents and documents of territorial planning for the environment and health of the person and governs the relations arising in this sphere.
1.1. The basic concepts used in this Law designate the following:
1.1.1. environmental impact assessment (further - EIA) - determination of impact of the planned types of activity on the environment and health of the person on the basis of complex (social and economic, ecological) the analysis of these types of activity for the purpose of identification, the analysis, elimination or reduction of direct or their indirect negative impact on the environment and health of the person, and also decision making about implementation or non-realization of these activities;
1.1.2. the document EIA - the report on results of environmental impact assessment and health of the person;
1.1.3. strategic ecological assessment (further - SEO) - system assessment of strategic documents, documents of territorial planning from the point of view of ecological safety for the purpose of identification, prevention of potential impacts on the environment and health of the person and ensuring effective use of the environment;
1.1.4. the document SEO - the report on results of strategic ecological assessment;
