Bring in article 41 of the Law of the Russian Federation of October 9, 1992 No. 3612-I "Bases of the legislation of the Russian Federation about culture" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 46, Art. 2615; Russian Federation Code, 2004, No. 35, Art. 3607; 2010, No. 19, the Art. 2291) of change, having added it with parts three - heel of the following content:
"Acceptance of the subject of the Russian Federation by executive body or local government body of the decision on reorganization or liquidation of the state and (or) municipal organization of culture is allowed based on the positive conclusion of the commission on assessment of effects of such decision.
Procedure for evaluating effects of the decision on reorganization or liquidation of the organization of the culture which is under authority of the subject of the Russian Federation, and (or) the municipal organization of culture including criteria of this assessment, procedure for creation of the commission on assessment of effects of such decision and preparation of the conclusions by it are established by authorized body of the government of the subject of the Russian Federation.
The decision on reorganization or liquidation of the municipal organization of the culture located in the rural settlement can be accepted only taking into account survey results of residents of this rural settlement.".
This Federal Law becomes effective after hundred eighty days after day of its official publication.
